Duties

General Fleet Management. Provides procedural and regulatory guidance to the organization on the general utilization and maintenance of vehicles. Alternate Unit Deployment Manager. Responsible for ensuring that the group/unit meets its mobility/deployment taskings. Vehicle Training. Trains organization personnel and other personnel as directed to operate several types of gasoline, diesel, or electric powered vehicles. Vehicle Maintenance. Ensures and performs operator maintenance, such as checking fluid levels and air pressure in tires, cleaning and washing vehicles, and performing inspection checklists. Alternate Force Posture Manager. Interprets, develops, and applies Joint, Air Force, MAJCOM, or Air Force Component operational/exercise planning and execution policies.

  • This positon is subject to provisions of the DoD Priority Placement Program
  • Ability to operate electric and diesel-powered, automatic transmission forklifts up to 10,000 pounds.
  • Ability to be certified and operate vehicles up to 60,000 pounds gross vehicle weight.

  • Occasional travel by military or commercial air may be required.
  • This position has been designated by the Air Force as a Testing Designated position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Ability to be certified with Commercial Driver’s License (CDL).

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Transportation Clerk and Assistant Series, 2102. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of an extensive body of transportation rules, procedures or operations governing entitlements and documentation requirements for vehicle usage to perform a wide variety of interrelated of nonstandard procedural assignments and resolve a wide range of problems pertaining to the fleet management function; Knowledge of Logistics readiness policies, procedures, and regulations issued by the DOD, USAF, MAJCOM to ensure that a variety of logistics plans and programs conform to requirements, guidelines, and overall effectiveness of the unit mission. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of transportation instructions, regulations, directives, and local operating procedures concerning transportation vehicle fleet operations and maintenance management. Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicles. Knowledge of the requirements of regulations and contract terms of safety provisions to monitor and report on compliance. Knowledge of Logistics readiness policies, procedures and regulations issued by DOD, USAF, and MAJCOM to ensure that a variety of logistics plans and programs conform to requirements, guidelines, and overall effectiveness of the unit mission. Knowledge of Air Expeditionary Force (AEF) reporting requirements and Status of Resources and Training (SORTS) reporting requirements. Skill in operating one or more electric or diesel-powered forklifts up to 10,000 pounds. Ability and dexterity to analyze, correlate, and evaluate transportation data for input with use of office equipment and computer/automated data systems. Ability to judge road/traffic conditions and read maps to determine the shortest and safest route. Ability to interpret instructions, specifications, and manuals for preventative maintenance related to motor vehicle, forklift, and power take-off equipment and preventative maintenance. Ability to communicate effectively both orally and in writing and skilled in conducting interviews with customers, employees, law enforcement officers, contractors, and project engineers to obtain information about requirements, incidents or accidents involving equipment and vehicles. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
