The Office of the Deputy Attorney General advises and assists the Attorney General in formulating and implementing Departmental policies and programs and in providing overall supervision and direction to all organizational units of the Department.

Duties

The National Criminal Discovery Coordinator is responsible for criminal discovery training, oversight, advising, and capability development and representing the Department with the judiciary and interagency partners on policies and rules relating to discovery. The incumbent advises the Deputy Attorney General (DAG) on issues relating to the discovery responsibilities, including development of Department policies relating to discovery and Department positions on proposed amendments to the Federal Rules of Criminal Procedure. Primary responsibilities include but are not limited to: Overseeing the development of a curriculum on discovery responsibilities and implementing the training for that curriculum for new and experienced prosecutors, including annual training for experienced prosecutors. Managing the development of a curriculum on discovery responsibilities and implementing training for law enforcement agencies and paralegals. In coordination with Department components and law enforcement agencies and other law enforcement partners, providing oversight in the development of best practices relating to the collection of electronic evidence, including best practices related to search warrants and subpoenas for electronic evidence; developing of best practices relating to electronic evidence review, analysis and production, including the review of case information management software. Ensuring continued availability and currency of a web-based repository accessible to all federal prosecutors containing information on discovery responsibilities, available training material, sample briefs and motions, training opportunities, and other appropriate information, and developing new web-based assistance for prosecutors on discovery issues. In coordination with the Office of the Chief Information Officer/Justice Management Division (OCIO/JMD), overseeing the development of protocols and procedures for the preservation, collection, and maintenance of electronic evidence from government agencies involved in criminal investigations; designing, developing and implementing a web based repository accessible to all federal prosecutors containing information on electronic evidence policies, guidance, training, and other appropriate information. Engaging and collaborating with various courts and the defense bar regarding the discovery responsibilities by participating in conferences and seminars as a speaker and/or panelist and participating in discussions with the court regarding policy development. Ensuring the accuracy of and updating of the Department's "Blue Book" on Federal Criminal Discovery. Providing guidance to the United States Attorneys' Offices and Department litigating components on discovery responsibilities. Representing the Department and the ODAG in interagency meetings, and policy working groups on policies relating to discovery and Department positions on proposed amendments to the Federal Rules of Criminal Procedure.

ECQ5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualification (MTQ) MTQs refer to the mandatory skills you must have to qualify for a high position. In addition to the ECQs, your resume must demonstrate evidence that you possess the necessary technical skillset for this position. The MTQs for this position are: MTQ 1 - Demonstrated experience in the development and execution of training programs, procedural guidelines and/or policies of the discovery process during criminal litigation. This includes both traditional and electronic discovery. MTQ 2 - Demonstrated experience in serving as a technical advisor and counsel on the discovery process in criminal litigation to high level officials, such as those in federal, state, and local government; the Judiciary; and/or private/nonprofit law firms.

Education

Applicants must possess a J.D. degree from a law school accredited by the American Bar Association, have at least 5 years of relevant post-J.D. experience, and be an active member of the bar in good standing in a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
