Duties

This position is located in the U.S. Department of Justice, Executive Office for United States Attorneys (EOUSA), General Counsel's Office (GCO), Financial Disclosure Unit. The Financial Disclosure section of GCO is responsible for reviewing and certifying a wide range of public and confidential financial disclosure forms each year, including nominees for more than 92 Presidentially Appointed, Senate-confirmed (PAS) positions in EOUSA. Duties include: Work closely on the administration of a wide variety of management and program analytical support services for EOUSA covering the spectrum of government ethics and standards of conduct issues with a particular focus on the EOUSA Financial Disclosure Program, which includes all financial disclosure reports. Oversee the process of new United States Attorneys (USAs)/nominees and Supervisory Assistant United States Attorneys (AUSAs), completing the procedures required to file public disclosure forms. Serve as the recognized expert on federal ethics rules pertaining to the nominee ethics vetting process and financial disclosure. Serve as a subject matter expert (SME), functioning as a resource for attorneys and other professional staff in GCO as well as other EOUSA officials, on the complex procedural rules and substantive requirements for nominee ethics vetting. Analyze each PAS USA candidate's financial holdings for conflicts of interest and work closely with GCO attorneys to ensure appropriate steps are taken to resolve any actual or apparent conflicts of interest. As a SME for complex financial report reviews, exercise proficiency in completing all financial disclosure reviews in an efficient manner. Provide technical advice on information requirements for the databases and ensure all nominee vetting and compliance data is appropriately recorded in databases by administrative staff. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications

GS-13: To be eligible at the GS-13 level, you must have one full year of specialized experience equivalent to the GS-12 level as defined below: Specialized Experience is defined as experience participating in a wide variety of management and program analytical support services in at least one of the following areas: ethics programs, nominee vetting, and/or financial disclosure. The ideal candidate for this position has experience: researching, reviewing, and interpreting agency policies, regulations, and procedures reviewing financial disclosure reports reviewing and maintaining program compliance providing oversight, technical assistance, and training in matters related to ethics programs providing management and program guidance on nominee vetting Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
