Duties

This position is located at the United States Attorney's Office (USAO), District of Wyoming. As an Information Technology Specialist (Systems Manager), the incumbent will provide technical and advisory assistance to support the information management needs of the USAO. Duties will include, but are not limited to: Provides IT customer service and support in troubleshooting, recovering, and resolving recurring software/hardware problems. Provides a wide variety of technical support services to coordinate teleconferences and distance learning activities to effectively deliver legal training using electronic and/or telecommunications media. Assists in the configuration, installation, and maintenance of networked systems using knowledge of network standards and protocols, and knowledge of the capabilities and applications of network equipment including hubs, routers, switches, bridges, servers, and related hardware. Performs ongoing network monitoring and management. Performs diagnosis of recurring network problems and service interrupts. Manages accounts, network rights and access to systems and equipment. Installs routine updates and patches to existing programs. Maintains operating systems components based on knowledge of the organization's operational environment. Uses knowledge of information systems security principles and methods to participate in testing and implementation of the district's information security program. Performs assigned segments of the district's content management plan. Creates basic scripts or code using general knowledge of programming languages and tools. Evaluates code, responds to customer comments regarding broken links/files, and repairs errors. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

BASIC REQUIREMENTS FOR ALL APPLICANTS: Undergraduate or Graduate Education: All academic degrees and coursework must be from an accredited or pre-accredited institution and must be in one of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. Individuals must have Information Technology (IT)-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information to individuals or groups effectively, considering the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In additional to the basic requirements above, applicants must meet the specialized experience identified below: GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, OR Education. Specialized Experience: One full year of specialized experience equivalent to the GS-7 level that demonstrates your ability to perform as a GS-09 IT Specialist. Specialized experience is defined as providing IT customer support in troubleshooting, recovering and resolving recurring software/hardware problems and assisting in the planning and delivery of customer support service at the point of computer user/specialist interface, includes installation, configuration, troubleshooting, customer assistance using knowledge of network standards and protocols. Education: One of the following types of education in a related field: a Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. Combination of Education and Experience: Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, OR Education. Specialized Experience: One full year of specialized experience equivalent to the GS-9 level that demonstrates your ability to perform as a GS-11 IT Specialist. Specialized experience includes providing Information Technology customer services for an organization; including installation, troubleshooting, customer assistance, and training in response to user requirements; performing a wide range of information system analysis, development, and installation; providing administrative support such as troubleshooting, resolving, and communicating problems and failures with databases and related server applications. Education: One of the following types of education in a related field: a Ph.D or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a Ph.D to such a degree. Combination of Education and Experience: Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
