The primary purpose of this position, FUEL DISTRIBUTION SYSTEM MECHANIC LEADER, WL-4255-10, is to maintain, inspect, install, repair, replace, and modify liquid fuel storage and distribution systems and their electrical components. Duty Title: Fuels Journeyman Leader

Duties

Lead teams of fuel mechanic personnel to effectively and efficiently accomplish the work of a team of multi-skilled personnel. Inspect and test fuel receiving, storage, and distribution facilities and perform preventive maintenance on fuel systems and components. Perform all phases of liquid fuel and multiple outlet hydrant system and component maintenance including preventive maintenance, troubleshooting, repair, and modification. Assist electrician in troubleshooting and repair problems in the electrical components of liquid fuel distribution and multiple outlet hydrant systems. Participate in cleaning the interior surface of bulk storage tanks, above and below ground, by entering tanks.

  • Incumbent must maintain flight line driving certification. Incumbent is required to maintain a valid current driver’s license recognized by State of California for the position.
  • Selectee may be required to serve a probationary or trial period.
  • Will be required to train/guide lower graded (or other trades) employees.
  • May be required to participate in mobility exercises.
  • Must obtain or possess a lock out/tag and non-entry confined space training and bae capable of wearing safety equipment of trade.
  • Highly desired to maintain a current cardiopulmonary resuscitation (CPR) certification.
  • Annual occupational physical examination at the base civilian health clinic is required.
  • The work may require that the employee be certified or able to be certified as qualified for entry into hazardous liquid fuel tanks for inspection, cleaning, and repair.
  • The work may require that the employee be certified in the use of respirator.
  • Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position.
  • Employee will be required to work in emergency situations.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Shift work may be required. Emergency overtime may be required.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4200 Plumbing And Pipefitting Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability To Lead Or Supervise JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Equipment Assembly, Installation, Repair, etc. 2. Technical Practices (theoretical, precise, artistic) 3. Ability to Interpret Instructions, Specifications, etc. (includes blueprint reading) 4. Measurement and Layout 5. Ability To Use and Maintain Tools and Equipment 6. Trouble shooting PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Performs work which involves frequent bending, reaching, crouching, kneeling, crawling, stooping, standing, arm movement, and climbing. Sometimes must work in awkward, tiring, or uncomfortable positions, or cramped areas. Frequently lifts, carries, and sets up parts and equipment weighing up to 50 pounds and occasionally lifts items weighing over 50 pounds using jacks, hoists, or helpers. May be required to make repairs and installations from ladders, scaffolding, and platforms and to enter bulk storage tanks through tank manholes 24 inches in diameter. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. WORK ENVIRONMENT: Work is performed inside and outside and may be subject to extreme heat and cold and hard, damp floors or surfaces. Work is usually dirty, dusty, and greasy. May be required to make installations and repairs outside during inclement weather. Frequently exposed to the possibility of cuts, scrapes, strains, bruises, burns, infections, and skin abrasions. Subject to skin irritation from fuels and oils; exposure to noxious fumes or toxic vapors; and danger of fire, explosion, electrical shock, and asphyxiation. Occasionally exposed to the possibility of broken bones. May be subject to claustrophobic conditions and the wearing of cumbersome breathing equipment when performing periodic cleaning of interior of bulk storage tanks. Works around machinery or moving parts. May wear and use uncomfortable protective clothing and safety devices such as protective eyeglasses, ear devices, hard hats, hard-toe shoes, respirators, and gloves for long periods of time.
