Duties

The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: http://www.bsee.gov/ These internship opportunities are within the Department of the Interior, Bureau of Safety & Environmental Enforcement (BSEE), Gulf of Mexico OCS Region with duty locations of Jefferson, LA; Houma, LA; Lake Charles, LA; Lafayette, LA; or Angleton, TX. Note: Applicants must be able to work in the duty locations throughout the duration of the Pathways Internship. These positions will be filled in Jefferson, LA; Houma, LA; Lake Charles, LA; Lafayette, LA; or Angleton, TX. At the full performance level, GS-7, the major duties of these positions include, but are not limited to the following: Assisting staff engineers and inspectors in conducting reviews of various standard approval requests of limited difficulty. Analyzing engineering technical requirements and searching technical reports to obtain information relating to projects sufficient to devise, evaluate, recommend changes to processes. Participating in technical and professional development programs offered by Bureau of Safety and Environmental Enforcement staff and consulting firms, receiving training in engineering methods and practices in the pertinent requirements of the Code of Federal Regulations. Accompanying engineers and/or inspectors on field inspections of offshore drilling and production operations, and assisting, under close supervision, in inspections of various components. Assisting high-graded engineers in creating and/or maintaining databases performing analyses of the data, in addition to, entering and retrieving job-related engineering data files. Note: These positions are eligible for conversion to the competitive service upon completion of the Pathways Intern Program requirements. Upon conversion the full performance level of this position is GS-12. Conversion to the competitive service is not guaranteed; it is at the discretion of management. Additionally, promotions to the next grade level are not guaranteed; they are at the discretion of management. The Bureau of Safety & Environmental Enforcement (BSEE) has determined that the duties of these positions are suitable for telework only during an emergency or natural disaster. These positions are included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Salary Information: GS-4 $38,890 - $50,557 per annum (Angleton, TX) $33,693 - $43,801 per annum (Jefferson, LA; Houma, LA; Lake Charles, LA; Lafayette, LA) First time hires to the Federal government normally start at the lower salary range of the grade level. Duration of Appointment / Job Status: This is an indefinite appointment in the Excepted Service. The incumbent will work a part-time to full-time work schedule based upon school sessions and at the discretion of the supervisor. This vacancy may be used to fill additional positions as vacancies become available.

To qualify for this position you must meet the (1) Pathways Internship Eligibility Requirements and (2) the Minimum Qualifications Requirements defined below. To be eligible for this internship all of the following requirements must be met: 1. You must be at least 16 years of age. 2. You must be enrolled or accepted for enrollment in a degree or certificate program at a qualifying educational institution on a full or part-time basis. 3. If enrolled, you must be in good academic standing (At least a 2.0 GPA). 4. You must provide a transcript (official or unofficial) and proof of enrollment/acceptance. NOTE: You must continue to meet these eligibility requirements throughout the duration of your appointment under the Pathways Internship Program. GS-04 Qualification Requirement: In addition, to qualify for the GS-04 grade level you must have completed two (2) full academic years of post-high school study or an associate's degree. Selective Placement Factor, GS-04: In addition to the minimum qualification requirements, all students must meet the criteria defined below to meet the selective placement factor for this position: Enrolled in the Petroleum Engineering; or Electrical Engineering; or Mechanical Engineering; or Civil Engineering, or Chemical Engineering curriculum AND Completed at least 6 credit hours in Petroleum Engineering or Electrical Engineering; or Mechanical Engineering; or Civil Engineering, or Chemical Engineering courses; AND Completed Calculus AND Physics NOTE: YOU MUST SUBMIT COLLEGE TRANSCRIPTS AND PROOF OF ENROLLMENT. FAILURE TO PROVIDE THIS INFORMATION WILL RESULT IN DISQUALIFICATION. This is an opportunity under the Internship Program component of the Pathways Program. The Internship Program provides students enrolled in qualifying educational institutions with paid opportunities to work in agencies and explore Federal careers while concurrently being enrolled. The United States Department of the Interior will announce Pathways Internship opportunities multiple times per year, with regard to demand. The Work Schedule of the appointee will be based on availability, which in part will be influenced by the appointees' academic course load. Appointment types may vary from indefinite to temporary (generally, temporary appointments do not exceed one year, however the agency does reserve the right to extend temporary appointments beyond the not to exceed date of the initial appointment). Interns will be required to sign an agreement that outlines the parameters of the Internship Program during employment with the U.S. Department of the Interior. Additionally, in order to remain a part of the Internship Program Appointees must: Maintain a cumulative grade point average (G.P.A) of at least 2.0, whereby, the accredited educational institution must recognize the Appointee is in "Good Academic Standing", The Appointee must be enrolled at least on a half-time or full-time basis throughout their appointment. To be eligible for conversion, the Intern must have: 1) Completed at least 640 hours of work experience acquired through the Internship Program, except as provided in paragraphs (c) and (d) of 5 CFR 362.204 (Conversion to the competitive service) while enrolled as a full-time or part-time degree- or certificate-seeking student; 2) Completed a course of academic study, within the 120-day period preceding the appointment, at a qualifying educational institution conferring a diploma, certificate, or degree; 3) Received a favorable recommendation for appointment by an official of the agency or agencies in which the Intern served; (4) Met the qualification standards for the position to which the Intern will be converted; and 5) Met agency-specific requirements as specified in the agency's Participant Agreement with the Intern.
