This position is in the Environmental Crimes Section that prosecutes environmental crimes (local and international) for complex, white-collar crime cases (fraud, conspiracy, obstruction of justice, money laundering, etc.) against individuals and corporations that violate laws that prevent pollution of the environment and destruction of the world's critical natural resources. The Senior Counsel is responsible for handling the Section's most complex cases, including federal criminal litigation.

Duties

The Senior Litigation Counsel serves as a major resource to the Chief, Deputy Chief, and Assistant Chiefs. Develops significant program policy and legislative tasks and coordinates briefings with senior management, the Assistant Attorney General, and the Deputy Assistant Attorneys General on significant developments in assigned matters and recommends specific courses of action. Serves as a resource for Division Leadership and Office of Environmental Justice (OEJ) on the work of the Section as it relates to environmental justice. Serves as the subject-matter expert on criminal issues for OEJ. Participates in meetings and activities as appropriate. Leads efforts to develop and support environmental justice task forces in coordination with U.S. Attorneys' Offices and partner agencies through the Comprehensive Environmental Justice Enforcement Strategy task force workgroup. Serves as liaison to the Environmental Protection Agency environmental justice workgroup and coordinates with their Criminal Investigation Division on environmental justice efforts, especially on policy/guidance and case development. Reviews legislation and policies related to environmental justice and worker safety issues and provides guidance and interpretation on the application and impact on the work of the Section. Leads organization and staffing of the Environmental Crimes Seminar at the National Advocacy Center. Handles cases and performs other tasks as assigned by the Section Chief.

Qualifications

To demonstrate eligibility for this position, you must submit an applicable SF-50 showing that you are a current or former DOJ employee on a permanent appointment in the competitive or excepted service. Your resume must emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your resume demonstrates that you possess the knowledge, skills, and abilities required of the Senior Litigation Counsel. Applicants must possess a J.D. degree, be an active member of the Bar (any jurisdiction) and be a U.S. Citizen or national. You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledge, skills, and abilities associated with this position as defined below. When describing your knowledge, skills, and abilities, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc. Please provide concrete and succinct examples of your experience that demonstrate the complexity of the knowledge you possess. To qualify for the position of Senior Litigation Counsel, you must meet the mandatory technical qualifications (MTQ) listed below. You must address the MTQs separately, not to exceed two pages per MTQ. Demonstrated experience with environmental justice laws and policies as well as expertise with worker safety issues. Demonstrated experience reviewing the work products of attorneys and providing advice and direction in handling complex litigation cases and projects. Demnstrated experience handling significant legislative and policy tasks, including development of guidance materials, summary reports, accomplishments and needs. Ability to write clearly and persuasively and to communicate effectively with various audiences. Only experience obtained by the closing date of this announcement will be considered.
