This position is located in the Regional Advice Branch and reports directly to the Branch's Assistant General Counsel. The Regional Advice Branch provides legal guidance to the Regional Offices in novel or complex unfair labor practice cases. Regional Advice also assists the Regions in drafting statements of position and briefs in select unfair labor practice cases, and prepares guideline memoranda to aid the Regional Offices in dealing with recent developments in the case law.

Qualifications

All qualifications and eligibility requirements must be met by the closing date of the announcement. IDEAL CANDIDATE STATEMENT The Ideal Candidate for the Supervisory General Attorney (Labor) position has exemplary legal research, legal analysis, and writing skills. A demonstrated familiarity with the National Labor Relations Act and ability to produce well-written and analytically-sound substantive documents are essential. The skills needed include legal research, legal analysis and making recommendations regarding the disposition of cases submitted by the Regions or assigned by the General Counsel. In addition, the Ideal Candidate must be able to write and edit court-ready Advice Memoranda and other legal documents. BASIC REQUIREMENT An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). In addition to the BASIC REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-14 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-15, Supervisory General Attorney (Labor), and that is typically related to the work of the position to be filled. Specialized experience includes: Demonstrated knowledge of labor laws and procedures to provide recommendations to questions and issues involving sensitive public relations concerns, or potentially wide-impact labor-management relations affairs. Experience reviewing and analyzing complex legal and factual decisions and case records to gather information to prepare draft briefs and legal memoranda. Conducting research on statutes, regulations, and ordinances to present arguments and prepare opinions through written and oral communication. NOTE: All Agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Excepted). As a current NLRB Excepted Service employee, you may determine your status by checking block 24 on your SF-50. The block must reflect "1" or "2". Also, block 34 must reflect "2". A copy of your SF-50 must be provided for verification. BAR MEMBERSHIP AND CERTIFICATION Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. An Agency's Internal or a Self-Certification Form is not acceptable for verification.

Education

An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.).

Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
