The primary purpose of this position, PROGRAM SPECIALIST, GS-0301-12, is to work as a Program Specialist responsible for developing, planning, coordinating, and executing significant major projects including the independent evaluation of various programs involving all areas of Organization.

Duties

Work as a central focal point for conducting command reviews and reporting requirements to HQ AFMC, HQ USAF, and HQ AFSPC. Ensure the Program Objective Memorandum, Budget Estimate submission and President's Budget submittals from the organization accurately and adequately reflect weapons system requirements and priorities. Serve as project officer for planning, developing, writing, rewriting, and editing information, reports, and formal briefings. Accomplish a variety of one-time projects as assigned by Group/Squadron Commander/Director/Functions Chief. Receive visitors to the Squadron in connection with assigned programs and serve as the authoritative source of the information on all aspects of weapon system support.

  • Physical Requirements - The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • Work Environment - The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes developing, planning, coordination, and executing major projects; collect, analyze, and organize resource data about current status, problems, and funding; Organize, document and brief the results of research. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of operations, negotiating methodology, total acquisition process and policies, contracting and funding of military organic and/or contractor repair process, and Air Force logistics processes. 2. Knowledge and ability to develop effective staff briefings to include researching, developing, preparing and presenting briefings on special projects to various audiences and management levels. 3. Ability to manage a wide variety of complex work tasks simultaneously. 4. Ability to work closely with senior staff members within the organization, senior leaders, and other members form various U.S. military service, and senior civilian contractor personnel. 5. Knowledge of administrative laws, policies, regulations, and precedents applicable to the current DoD acquisition laws. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
