Duties

This position is located in the Asset Recovery Staff (ARS),Office of Legal Programs (LP), Executive Office for United States Attorneys (EOUSA). The ARS provides management support, information, policy guidance, substantive advice, legal guidance, and technical assistance to United States Attorneys' Offices' (USAO) Asset Forfeiture (AF) Assistant United States Attorneys (AUSAs) and other personnel on Department of Justice (DOJ) priorities and initiatives in the areas of the investigation, identification, seizure, and forfeiture of the assets of criminals and their organizations. United States Attorneys have the authority to forfeit the proceeds of virtually all serious offenses including terrorism, drug trafficking, organized crime, child pornography, alien smuggling, human trafficking, white collar crime, and money laundering. More than $1 billion in assets are forfeited annually. Duties include: Assess and improve the efficiency of ARS operations and to plan, analyze, and evaluate the effectiveness of ARS programs and activities for USAO AF programs. Provide analytical, evaluative, and advisory services regarding management and operational matters involving such issues as workload management, asset forfeiture resource allocations, cost-effectiveness of existing or proposed systems, and effectiveness of policies and procedures. Assist with aspects of the Consolidated Assets Tracking System (CATS) training. CATS is a national, centralized system that supports day-to-day seizure and forfeiture operations of Federal law enforcement organizations, including EOUSA/USAO, FBI, Defense Criminal Investigative Services, Food and Drug Administration, U.S. Marshall, the State Department's Bureau of Diplomatic Security. Serve as a speaker and instructor at meetings and conferences with responsibility for preparing presentation materials and for coordinating the material of other instructors to ensure the overall effectiveness and efficiency of training or information sharing. Develop reports, correspondence, proposals, issue papers, briefing materials to inform such groups as DOJ and EOUSA leadership, the Office of Management and Budget, the Attorney General's Advisory Committee, client agencies and Congressional staff on the status of management initiatives in asset forfeiture. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.

Qualifications

GS-12: Applicants must have at least one full year of specialized experience equivalent to the GS-11 in federal service providing management guidance on an Asset Recovery (AR) program including assessing workload and resource requirements and allocation; identifying new or improved business and management practices for application to an AR program; and planning, organizing, and managing the budget administration and resource planning in support of an AR program. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
