Duties

This position is located in the Human Resource Management Division, Labor Relations Office, in Washington, D.C. The Labor Relations Office manages the Bureau of Prisons’ labor management relations program. Other program functions include Bureau representation at third party hearings; and career development training for supervisors, managers, and human resource staff. This includes influencing the organization’s labor culture through development and promulgations of the programs, recommending policies, maintaining good public and inter-agency relations, and making independent decisions within broad service policies.

Qualifications

Required qualifications: Applicants must have a J.D. degree, be an active member of the bar (any U.S. jurisdiction), and have at least three (3) years post-J.D. legal or other relevant experience. In addition, incumbent must have prior litigation experience and must have experience practicing before a minimum of one of the following forums: the Equal Employment Opportunity Commission; the Merit Systems Protection Board; the Federal Labor Relations Authority or before labor arbitrators. Further, the incumbent must have substantive knowledge of the Federal Labor-Relations Statute. Preferred qualifications: Experience in federal sector labor is preferred. Prior supervisory experience is preferred.
