The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA San Diego Healthcare System, VA Medical Center San Diego in the Engineering Service, Fleet Management Section, Operations & Maintenance. The primary purpose of the Supervisory Motor Vehicle Operator is to serve the Veteran through the supervision of the Fleet Management functions for the VA San Diego Healthcare System.

Duties

Duties and responsibilities include, but are not limited to: Responsible for the day-to-day operation of the Fleet Management Program. Supervises the Fleet Management Section in the absence of the Fleet Management Program Manager. Coordinates, supervises, assesses, plans and evaluates all the transportation needs in VA San Diego Healthcare System. responsible for the supervision of 13 employees and the custody and maintenance of 205 vehicles at eight locations in San Diego and Imperial Counties. Receives and approves justification for assignment of vehicles. Develops and maintains systems and procedures of program related reimbursable, i.e., vehicle servicing, vehicle washings, maintenance, upkeep and vehicle recovery service. Supervises the Medical Center's Transportation Section and works independently to plan, organize, direct and control all facets of support services and motor pool operation. Obtains and compiles pertinent information from user groups for the development of a variety of schedules and unscheduled services and vehicle assignment. Develops long and short-range goals and objectives for the Section and documents and analyzes statistical data and information to determine work trends and program effectiveness. Supervises the activities of subordinate lead staff. Develops and designates tours of duty for proper coverage. Establishes priorities and work process/methods. Sets deadlines and monitors work in progress for compliance. Assists in the development and implements operating standards, policies, procedures, training, safety programs for the section, rules, regulations governing the operation and maintenance of vehicles. Develops and implements health systems memoranda concerning transportation services and vehicle operations. Defines and interprets procedures to subordinate staff and user groups to ensure understanding and compliance. Promotes and maintains a positive working environment within the Section to encourage high quality of service to patients and user groups. Responsible for personnel management functions of the drivers in this Section, including labor relations, leave administration, employee evaluation, promotion and in-service training. Conducts audits and studies to ensure support services are accomplished in the most efficient and economical manner. Work Schedule: Monday through Friday 6:00am-2:30pm Position Description Title/PD#: Supervisory Motor Vehicle Operator/PD11309A Physical Requirements: Position requires walking, standing, bending and prolonged periods of sitting as well as the emotional stability to handle difficult problem situations. The position also requires driving or dispatching to fill for absent workers.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
