Duties

Oversees the planning, coordination and execution of multi-functional operations for a wide range of complex systems within the Contract Management Office (CMO) in an aviation production environment. Serves as part of the CMO senior leadership team representing all major contract operations functions, providing oversight and direction to Operations Group journeyman level employees. Directs management controls for budget, resourcing, local policy development, metrics, and determination of program goals. Determines the need and develops plans and justifications for organization and functional changes within the Group, which have considerable impact on the operational costs and role of key positions executing contract operations. Develops the work plan, prioritizes work, and makes assignments considering difficulty and complexity of work and incumbent capabilities; Evaluates work performance, advises, counsels, and instructs on work and administrative matters. Resolves highly complex challenges with administrative and technical requirements across the spectrum of multi functional tasks that comprise contract operations. Analyzes, interprets and applies/adapts broad policy directives issued by the Department of Defense, Defense Logistics Agency (DLA), Military Services, and DCMA. Identifies developmental and training needs of subordinates, providing or arranging for needed development and training; finds ways to improve production or increase the quality of work directed; and develops performance standards. Develops local policies and directs revisions and changes as a result of program review to insure the FVL Group is meeting the Agency's goal of providing adequate support to the Services.

Qualifications

To qualify for a Contract Management Deputy, your resume and supporting documentation must support: A. Basic Contracting Requirement: 1.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR 2.) A current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "2" above. AND B. CAP or CAP-KLP Requirement: four (4) years of acquisition experience AND C. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03, GS-13, or equivalent level under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applying contract management principles, procedures, laws, and regulations related to producing a wide array of items in an aviation production environment. Applying functional knowledge to dealings with persons making inquiries and investigating contractual issues involving unique, state-of-the-art defense systems. Negotiating with contractors, military procuring activities, HQ DCMA, DoD, and Congressional officials regarding diverse contractual issues. Managing and directing activity operations to direct studies, program audits, and internal assessments to solve complex or unprecedented problems. Applying the principles of management to direct Contract Operations. Analyzing organizational functions, planning and executing assignments, motivate and train subordinates, improve or initiate new methods and procedures, and adjust to changing work situations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
