About the Position: Incumbent performs duties designed to relieve the Staff Judge Advocate/Chief Counsel (SJA), Deputy Chief Counsel (DCC), and civilian and military attorneys within the Legal Office of as many administrative, coordinating, staffing, legal, and office management details as possible. Conducts basic legal and other related research under the supervision of an attorney to assist in resolution of various legal actions or issues.

Duties

Serves as the Legal Offices point of contact for Freedom of Information Act (FOIA) requests with responsibility for maintaining the Legal Offices role in supporting the SDDC FOIA program. Prepares draft letters, memoranda, and litigation documents as needed by the attorneys. Conducts basic factual and legal research under the supervision of a licensed attorney within the Legal Office. Notarizes a wide variety of documents including, but not limited to, affidavits, loan agreements, bills of sale, and powers of attorney. Assists the ethics attorney in the management of the SDDC ethics program. Performs research of ethics issues under relevant statutes, regulations and binding policies. Serves as liaison between the SJA/DCC and subordinate staff, relaying or obtaining information, scheduling briefings, and transmitting instruction. Briefs clients on proper signing and witnessing of documents, ensuring compliance with applicable state law and Army regulations; and advises clients on proper safeguard of executed documents.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position may require some TDY approximately 10%.

To Qualify for the GS-9: Minimum Qualifications: Specialized Experience: One year of specialized experience which includes: Preparing legal correspondence, reports or legal documentation. Preparing presentations and communicating with small groups. Utilizing automated databases to track and manage data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To Qualify for the GS-11: Minimum Qualifications: Specialized Experience: One year of specialized experience which includes: Processing FOIA requests for an organization, which may have included identification or review of information, releasibility determinations, and/or authorization for release. Drafting legal correspondence, reports, or briefs for review by attorneys. Providing assistance to attorneys in collection and/or analysis of information related to claims. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
