This position is located in the Office of the General Counsel, Office of the Librarian. The position description number for this position is 329607. This position has no promotion potential. The incumbent of this position may work a flextime work schedule. This is a supervisory, non-bargaining unit position.  

Duties

The Deputy General Counsel works under the direction of the General Counsel. Assists the General Counsel in the direction and daily supervision of the activities of the General Counsel staff: assigns and reviews work; trains staff; sets performance standards and appraises performance; recommends or approves personnel actions including promotions, awards, training, etc.; selects personnel; resolves complaints; and takes disciplinary actions when appropriate.

Qualifications

Ability to lead people and manage a diverse workforce**:  The successful candidate has led and managed a diverse staff in a multi-disciplinary environment and in doing so, performed the following activities:  1) identified current and future staffing needs based on organizational goals, objectives, and capacity gaps; 2) recruited and hired staff to meet those needs; 3) communicated performance expectations to staff; 4) conducted periodic performance evaluations; 5) provided advice and counsel to staff; 6) addressed performance and disciplinary issues; 7) delegated or planned and assigned work; 8) provided appropriate training and professional development opportunities to staff; 9) encouraged staff participation in planning and decision making; and 10) identified and implemented methods to improve staff productivity. 2.  Knowledge of administrative law, ethics, contract, fiscal, copyright, and labor and employment law:  The successful candidate has significant knowledge of administrative law, ethics, contract, fiscal, copyright, and labor and employment law.  3.  Ability to conduct and manage the synthesis of law, policy, facts, and circumstances to produce effective legal guidance, recommendations, and decisions**:  The successful candidate has directed and coordinated the entire range of research and analysis involved in providing legal guidance and recommendations to clients and rendering decisions on matters within the counsel’s scope, and in doing so, performs the following activities: 1) plans, conducts, and directs research related to the legal and policy aspects of questions presented; 2) plans, conducts, and directs research into facts and  circumstances of questions presented, e.g., through administrative inquiries, interviews, discovery, or other documentary research; 3) makes sure information and research are fully analyzed, implications are identified, and appropriate conclusions are drawn; 4) generates and assesses alternatives and the consequences of choosing each alternative; 5) provides advice and guidance on the questions  presented; 6) renders decisions on matters within the counsel’s scope. 4.  Ability to prepare a variety of legal documents:  The successful candidate has formulated, analyzed and evaluated legal and policy recommendations, technical and legal issues, and be able to write a variety of legal documents. 5. Ability to convey analysis and information orally through briefings, consultations and other presentations:  The successful candidate has conveyed analysis and information orally through briefings, consultations and other presentations, in both planned and extemporaneous situations, in order to discuss or explain legal and policy issues related to specific areas of law. This included adjusting the amount, form, depth, and level of detail and content of information to the needs of the audience. 6.  Ability to interact and collaborate with a diverse group of clients**:  The successful candidate has developed and maintained relationships among a variety of in-house organizations, other government agencies, and/or private entities in connection with legal matters. 7.  Ability to exercise judgment and discretion**:  The successful candidate has demonstrated awareness of the likely consequences or implications of one’s own actions and work within the context of organizational standards. Acted appropriately in a given situation (e.g., with colleagues, clients, leadership, media), using discretion, and being committed to confidentiality. 8.  Ability to communicate effectively other than in writing:  The successful candidate has spoken clearly and with professional poise in both formal and informal settings to clients, other parties, peers, subordinates, and managers to both provide and seek information. This includes providing information that is accurate, current, and complete. This also includes targeting the amount, style, and content of the information to the needs of the receiver; actively listening to and understanding information; and listening to and answering questions thoughtfully and completely.

Education

Applicants must possess an LL.B. or J.D., or higher degree from a full course of study in a school of law accredited by the American Bar Association or a state-accredited school of law and be an active member in good standing of the bar of a state, the District of Columbia, a territory of the United States, or the Commonwealth of Puerto Rico. Appointees must maintain a current license to practice law in the United States and active membership in good standing of the bar in a United States jurisdiction throughout their employment.

A copy of bar membership demonstrating that applicant is currently licensed to practice law in the United States and is a member in good standing of the bar of a state, the District of Columbia, a territory of the United States, or the Commonwealth of Puerto Rico must be attached to your online application.
