The primary purpose of this position is to to serve as a senior command resource manager, applying knowledge of financial business processes and innovative thinking to plan, develop, and implement improved resource management processes.

Duties

Serves as senior resource manager providing comprehensive analyses in collaboration with multi-functional teams in support of resource formulation, special projects and initiatives Serves as key focal point in identifying non-standard or emerging operational requirements, assesses impact on assigned programs, and develops strategic recommendations. Actively participates in resource planning to include manpower determinations and workload leveling recommendations to higher level management to improve organizational direction and focus using various resource planning tools and techniques. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions for consultations, and strategy sessions with other staff and higher leadership.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes serving as a resource manager providing comprehensive analyses and implementing improved resource management processes in collaboration with multi-functional resource management programs, including workforce management, data management, knowledge management, and corporate strategic planning. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): 1. Knowledge of a wide range of qualitative and/or quantitative methods, for the assessment and improvement of command-level plans and programs for conducting logistics projects; ability to research, analyze, and interpret resource management measures and to recognize and analyze problems, summarize problems, and recommend solutions. 2. Knowledge of Air Force and command-level programs and objectives, methods of evaluating the effectiveness of planning actions related to conferences, and the relationship of the various command entities. 3. Ability to plan, organize and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 4. Knowledge of Air Force Logistics and Sustainment planning and business cycles to enable planning and scheduling of key events and track logistics trends; knowledge of protocol and executive level support requirements to serve as main focal point for developing and executing senior level meetings, VIP visits, and strategic visioning sessions. 5. Extensive knowledge of Microsoft Office software program to support research, analysis and briefing preparation. Ability to compile reports, produce and develop charts, graphs, or monitor project status. 6. Ability and skill to communicate effectively, both orally and in writing; negotiate complex issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
