This position is located in the Department of Defense, Office of the Inspector General (DoD OIG), Deputy Inspector General for Evaluations (DIG-EVAL), Criminal Investigative Policy and Oversight Division. DIG EVAL conducts evaluations of Defense Criminal Investigative Organizations investigative programs, DoD law enforcement agencies and conducts complex oversight of general criminal investigations.

Duties

As a team member plans, schedules, and conducts oversight evaluations of criminal investigations in response to requests from the Inspector General (IG, DoD), and the Secretary of Defense. Develops data collection methodologies and collects required data to identify strengths and weaknesses, assesses and analyzes problem areas and recommends actions for correction and prevention of future problems. Prepares evaluation reports to be issued by the OIG, DoD, to the Secretaries of the Military Departments and other DoD program managers. Ensures the evaluation reports contain a thorough analysis of data obtained during evaluations of Military Service and DoD organizations? procedures and the effectiveness and efficiency of operations. Provides oversight of technical aspects of complex DoD-wide general criminal and special investigations. Provides advice to senior management, to include SES level, concerning the planning, development and execution of DoD and OIG policies and programs to prevent fraud and corruption in DoD operations. Provides expert advice on internal reviews, oversight programs, and other activities. Reports significant investigative evaluation results to the Program Manager, Director, Inspector General (IG DoD) and the Secretary of Defense.

Requirements

• Must be a U.S. Citizen.
• Position has been designated as Critical Sensitive. Incumbent is required to obtain and maintain a Top Secret security clearance.
• Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov) .
• Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
• Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
• The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Extensive experience in researching, planning, directing, managing, and conducting oversight of general criminal investigations and program evaluations; and coordinating investigative oversight matters with other Federal, state, local and foreign law enforcement and security agencies. Has thorough knowledge of criminal, civil, administrative, and contract law including the Uniform Code of Military Justice; investigative techniques; rules of evidence; laws and regulations. Skill in program analyses and methodology, problem solving and independent judgement. Skill in written and oral communication to prepare comprehensive, professional, accurate investigative and evaluation reports and brief evaluation report findings and recommendations to leadership. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experienceat the GS-13 grade level.
