Duties

WHAT IS THE CFO - CHIEF FINANCIAL OFFICERDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Chief Financial Office Deputy CFO, Financial Modernization and Technology The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Ensures that agency-wide accounting program policies and standards are fully compatible with internal (e.g., Internal Revenue Manual, Internal Revenue Code, and Treasury Directives) and external (e.g., Congress, GAO, and OMB) Government-wide guidance and in compliance with generally accepted accounting principles. Develops, or oversees the development of, a wide range of accounting policies, standards, and procedures; provide expert counsel on the interpretation and application of such standards, and carries out broad analytical projects pertaining to the IRS' financial responsibilities. Exercises lead responsibility for the development and enhancement of pertinent Internal Revenue Manuals which govern accounting activity (areas of expertise may include cost accounting, revenue accounting, financial statement analysis, user fees, travel and relocation programs, internal controls, financial management systems, etc.). Conducts broad and in-depth analyses of accounting programs and provides comprehensive recommendations and expert advice on long-range program initiatives and the resolution of complex accounting problems. Independently leads other employees, and actively participates in planning, developing, coordinating, monitoring and assuring completed staff actions on major IRS initiatives or issues related to broad and complex studies of accounting and financial management.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: IOR BASIC REQUIREMENTS: To qualify for this position at any grade level you must meet the following basic requirements: A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours provided that you can demonstrate that you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; and/or have the education, training, and experience that fully meets the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-15: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Preparing, analyzing, interpreting and presenting accounting data; operating, maintaining, and modifying accounting systems; using accounting information to recommend solutions to management problems and structuring of organization programs; managing, operating, and analyzing cost accounting systems in connection with business activities; designing, implementing, and assessing internal control processes and systems; preparing financial analysis and evaluation work requiring a comprehensive knowledge of ((a) federal government accounting practices (Federal Accounting Standards Advisory Board (FASAB) and/or U.S. Standard Ledger) or equivalent public sector practices (Generally Accepted Accounting Principles (GAAP)) and (b) the financial and management structure, operations, and practices of federal agencies, corporate and/or other organizations. Experience applying project management principles and methods for managing projects and resources; experience leading cross functional teams to negotiate, analyze and implement new/revised proposed laws and the impact on the organization; staying current with new regulations, laws and directives to determine organizational impact. Experience preparing and presenting briefings to communicate in a concise and understanding manner to upper leadership (e.g., Commissioner, Deputy Commissioner, etc.). AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
