Duties

Duties at the full performance level include: Coordinate with engineers, hydrologists and other professional staff to plan field and data collection activities. Prepare work plans and cost estimates for data collection. Work with acquisitions staff in preparing contracts with the appropriate labs. Prepare equipment and schedules resources to perform the field work. Collect water quality samples and stream flow measurements from a variety of sources. Transfer field data to computer databases and organizes, analyzes, processes, and verifies the output for accuracy. Determine the most effective means to obtain accurate data using the latest available technology. Attend conferences and workshops. Oversee the storage and maintenance of related field equipment. Adapt, test and calibrate electronic equipment. Physical Demands: The work performed is divided between office, lab, and field. Office work is mostly sedantary; however, field work may involve considerable driving to and from the work sites; carrying equipment (up to 50 lbs.); climbing over, under, and into project structures; bending, stooping, climbing, and walking over uneven terrain, and operating a motorboat and/or ATV. Lab work may involve exposure to irritant chemicals. Overnight travel may occasionally be required also. Work Environment: In addition to working in an office environment, the incumbent will spend up to 50 percent of the time in field activities. Field activities include driving, climbing, operating motorboats, operating ATVs, and working in a variety of weather, elevations, and temperatures, requiring the employee to stay alert, to use proper safety equipment, and to take proper safety precautions. The incumbent is required to wear appropriate protective gear in field situations and in the lab.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-08, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience Specialized experience at this level is defined as having 3 or more of the following:(1) Collecting and recording hydrologic data, (2) Performing routine streamflow and water quality measurements, (3) Producing reports portraying collected data, (4) Experience in contracting with third party laboratories as it relates to water quality analysis. To qualify at the GS-09, applicants must possess one year of specialized experience equivalent to at least the GS-08 in Federal service. Specialized experience at this level is defined as having 4 or more of the following: (1) Collecting and recording hydrologic data and creating sampling plans and programs, (2) Performing routine streamflow and water quality measurements, (3) Producing reports portraying collected data and performing quality assurance and quality control, (4) Experience in administering contracts with third party laboratories as it relates to water quality analysis, (5) Adapts, test and calibrates electronic equipment, collection platforms, and other scientific instruments. OR Two full years of graduate education or a master's degree directly related to the work of the position (TRANSCRIPTS REQUIRED).. OR A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% (TRANSCRIPTS REQUIRED). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 08/21/2023.

Education

This vacancy announcement allows substituting education for experience at the GS-09 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
