This position is located in the Office of the Director, Atlanta Regional Office (RO). The incumbent is responsible for development of new or modified work methods, procedural changes, systems variations, conducting evaluative studies, and serving as a consultant to the RO Director on pertinent issues associated with the effectiveness and efficiency of Atlanta RO operations as they relate to the delivery of benefits and service to Veterans.

Duties

Develop recommendations for improvements in administrative operations and to promote efficiency and cost savings. Evaluate, processes, and makes recommendations for effective organizational changes. Recommend areas and methods by which efficiency of operation can be improved and develops training to implement. Provide higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Advise management of unique conditions and issues which affect administrative activities. Provide guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures. Participate in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information Serve as a liaison between VBA District Offices and the Regional Office. Coordinate and facilitate initiatives that require team cooperation and action. Handle correspondence and is privy to sensitive employee and labor relations issues such as local negotiations, grievance responses, and disciplinary/performance action drafts and files. Keep all records and timetables concerning Master Agreement matters for the Director's Office. Develop and employ advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs. Develop and implement facility policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA), and other applicable federal laws and regulations. Collaborate with the Training Manager by assisting in the preparation and review of the training programs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2023. Specialized Experience: GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) Utilizing qualitative and quantitative techniques to analyze data. (2) Evaluating, and measuring the effectiveness and efficiency of organizational operations. (3) Applying communication techniques sufficient to present plans and proposals. For GS-12: There is no option to substitute education for specialized experience at the GS-12 level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Education

For GS-12: There is no option to substitute education for specialized experience at the GS-12 level.
