The primary purpose of this position is to serve as a senior systems administrator and advisor to the Fighter Wing Commander with responsibility for planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of$300M of special hardware and software systems.

Duties

Plans, organizes, and directs the activities of 56th Fighter Wing, ensuring that Information Security andAutomated Information Systems Security functional work areas comply with legal and regulatoryrequirements and meets customer needs. Provides technical guidance and instruction to users and other IT specialists. Serves as the senior technical advisor to 56th Fighter Wing leaders while maintaining liaison withmanufacturers, contractors, professional organizations, and counterparts at other installations. Supervises the Special Access Automated Information Systems (AIS) Security Program for the installation.

  • Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition or employment and/or continued access to the SAP.
  • The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a phone or beeper.
  • The employee will be required to have, or obtain, and maintain a valid driver's license.
  • Information Assurance Certification is a condition of employment.
  • This position is a designated national security position.
  • This is a key position. It cannot be vacated during war or national emergency without seriously impairing the mission.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one (1) year of specialized experience at the next lower grade level GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, methods for evaluating, implementing, and disseminating IT security tools and procedures to develop. implement, and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities. Knowledge of and skill in IT security certification and accreditation requirements to monitor and evaluate systems' compliance with IT security requirements. Knowledge of and skill in network operations/protocols computer forensics principles to provide advice and guidance in implementing IT security policies and procedures in the development and operation of network systems and ensure proper protection of evidence used in investigating computer crimes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge or special access programs, computers. communications, information operating systems, associated devices and the interoperability of systems sufficient enough to supervise the concepts, principles, and practices to plan and implement security programs in these areas. 2. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance or the system. 3. Ability to plan, organize, and direct the functions and mentor, motivate. and apprise the staff of an organization through subordinate supervisors. 4. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. 5. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot. test, and maintain those systems: to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 6. Ability to effectively communicate and advise, orally and in writing, to both senior leaders with no technical background and to subordinate IT specialists. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
