The primary purpose of this position is to serve as JBSA Assistant Official Mail Manager (OMM) and Reports Manager. Incumbent is JBSA's subject matter expert for all official and personal mail generated and processed by the Official Mail Centers (OMC) and the Postal Service Centers (PSCs).

Duties

Assist with planning, organizing, and overseeing the activities of the 502d Communications Squadron Official Mail Management Centers of Excellence across JBSA. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Participates in the selection or recommends for selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Responsible to JBSA Official Mail Manger to ensure work assignments are carried out. Receives, distributes, and dispatches government official and personal mail. Serves as Official Mail Center expert for contracted Postal Services. Under the supervision of the JBSA OMM, participates in and revises, maintains, administers, and evaluates the installation's postal service contract for the Official Mail Center (OMC), Postal Service Centers (PSC) and Central Mail Room (CRM) to ensure government requirements, as stated in the Statement of Work (SOW) are met.

  • Work may occasionally require travel away from the normal duty station.
  • The employee may be required to travel on military and commercial aircraft.
  • Overtime may be required.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes planning and scheduling work to be accomplished by subordinates, set and adjust short-term priorities to include developing goals and objectives that integrate organization and Official Mail Center objectives. Managing the distribution of administrative communications and ensure incoming/outgoing communications are properly routed and dispatched to/from activity distribution offices. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of functional requirements for official/personal mail including USPS, DoD, and Air Force postal instructions, policies, and directives governing the receiving, controlling, transporting and processing of all classifications of mail, including special services mail and commercial carrier mail. 2. Knowledge of the functions, organizational structures and locations of the units serviced in order to effectively receive, organize, and deliver administrative communications in an expeditious manner. 3. Knowledge and understanding of Contracting Officer Representative surveillance requirements and basic concepts of the contract administration process sufficient to determine information collection costs and relating costs to various budget and financial situations. 4. Ability to learn and operate automated programs and equipment; including postal meter and office applications. 5. Ability to resolve managerial issues and communicate effectively, both orally and legibly in writing and also to represent the organization in a professional manner. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
