The primary purpose of this position is to provide military personnel customer support in Career Development, Military Personnel Flight (MPF), particularly with the administration and execution of Officer Promotions and any form of officer boards and key position releases.

Duties

Under the guidance of the Chief or Superintendent, Military Personnel Flight (MPF), of the pre-board promotion program for active duty and reserve list officers to colonel and below (Colonel, Lieutenant Colonel, Major, and Captain) for all Central (Line Air Force, Judge Advocate, Biomedical Science Crops, Chaplain, DentalCorps, Medical Corps, Medical Science Corps, and Nurse Corps) and Special Selection Boards. Manages the MPF's passport and visa execution process by overseeing the actions of employees and channeling issues to MPF leadership. This includes providing counseling for military and civilian personnel and their dependents on requirements for entrance into foreign countries. This includes travel clearance by passport and/or visa and providing identity and nationality needs for passport requisites, such as birth certificates or other acceptable proof of citizenship documents, and other evidence required by law, regulation, policy and manuals for state and foreign countries. Assists with MPF's responsibilities for post-board release of active duty and reserve officer promotions to all grades below the grade of Brigadier General for all Central (Line Air Force, Judge Advocate, Biomedical Science Crops, Chaplain, Dental Corps, Medical Corps, Medical Science Corps, and Nurse Corps) and Special Selection Boards. Additionally, coordinates and forwards, upon the direction from the Chief or Superintendent, MPF, any additional releases or announcements or selects to all executive officers and senior raters and provides support in other career development areas. Performs a variety of duties for the officer selective continuation program and oversees employee actions in execution of this program. Both oversees and completes the execution of updates, inquiries, and processes other applicable actions through MilPDS. Uses multiple office automation equipment and software with varied functions to produce documents such as electronic drafts, charts, tables and text graphs, editing and/or reformatting electronic drafts, and updating or revising existing databases (to include Microsoft Access databases) or spreadsheets (including Microsoft Excel databases).

  • Work may require travel away from the normal duty station on military and commercial aircraft or vehicular transportation. This includes DoD Passport Agent training/refresher training.
  • The incumbent may be assigned other duties not included in this position description, but that are appropriate to the grade and skill of the incumbent.
  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience include; assisting with interpreting and applying rules and regulations related to personnel programs, i.e., relocations, retention, promotions, passports/visa, awards/decoration, adverse actions, career development, etc. Demonstrating comprehensive understanding of policies and requirements of passport and visa operations. Assisting in a developmental capacity with MPF's responsibilities for post-board release of active duty and reserve officer promotions. Using multiple office automation equipment and software with varied functions to produce documents. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military human resources technology, requirements, procedures, operations, functions, and regulatory policy and procedural requirements applicable to the Career Development Branch of the MPF. 2. Knowledge of rules, procedures, Department of State, Department of Defense and Air Force directives and instructions, and operations that apply to the employee in order to perform the procedural work of the office for preparing and processing official passports and visas. The employee will be trained and certified in accordance of training requirements of the State Department. 3. Knowledge of current Air Force personnel data systems, procedures, and practices in relationship to Career Development functions. 4. Knowledge and ability to research, analyze, interpret, and apply rules, regulations, procedures, and standard safety and health practices relating to passport and visa applications. 5. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports on any subordinate employees, orders for military personnel, spreadsheets, databases, graphs, government computer programs/systems, and official government documents as it relates to Career Development functions and passport and visa requests. 6. Knowledge of correct grammar, spelling, punctuation, capitalization, and formation to be able to accurately prepare and edit documents, written correspondence, reports, and charts. 7. Ability to plan, organize work and meet deadlines. 8. Ability to speak distinctly and communicate effectively both orally and in writing, and maintain effective work relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
