This position is located in the Office of General Counsel (OGC), United States International Development Finance Corporation (DFC), the U.S. Government's development finance bank. The successful candidate will serve as an Assistant General Counsel and advise on the legal and policy aspects of DFC's distressed projects portfolio.

Duties

DUTIES: As an Attorney-Advisor (Restructuring) you will work with the special assets team, with a primary focus on distressed finance products, including structured investment vehicles and collateralized debt obligations. They may work with other DFC product lines as needed. Work includes monitoring existing DFC transactions, providing legal assistance in connection with restructuring, negotiating, and documenting DFC finance project workouts, bankruptcies, and collection actions, and assisting in developing creative and effective workout strategies and providing counsel on collection strategy, alternatives to litigation, and inter-creditor workout arrangements. The types of distressed transactions may vary, and include project finance, infrastructure loans, loans and guarantees to small and medium enterprises (SMEs), micro-finance institutions (MFIs) and other financial intermediaries, and loans to investment funds. These loans and guarantees can be high or low in dollar values but often involve complex documentation. Projects are located in low-income, lower middle-income, and/or upper middle-income countries.

Qualifications

Applicants must meet all eligibility and qualification requirements at the time of submitting your application. Basic Requirements: Applicants must (1) be a graduate of an accredited law school with an LLB. or J.D.; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and (3) meet all specialized experience requirements as described below. An official law transcript will be required if you are selected. AND Specialized Experience: You may qualify at the GS-14 level, if you meet the following qualification requirement: At least three years of full-time professional legal experience gained after being admitted to the bar. The minimum three-year work experience requirement includes at least two years of specialized experience that is directly related to the position being filled. At least one of the two years of specialized experience must be at a level of difficulty and responsibility equivalent to that of an attorney at the GS-13 level. You may qualify at the GS-15 level, if you meet the following qualification requirement: At least five years of professional legal specialized experience gained after being admitted to the bar that is directly related to the position being filled. At least three of the five years of specialized experience must be at a level of difficulty and responsibility equivalent to that of an attorney at the GS-14 level. Specialized experience is defined as experience: advising clients in addressing cross-border legal and business issues and risks relating to restructurings and workouts. Advising clients with respect to distressed financial products, including structured investment vehicles and collateralized debt obligations. Representing administrative or collateral agents in connection with an out-of-court restructuring. Representing administrative or collateral agents, lenders, creditors, or other interested parties in connection with an in-court restructuring (bankruptcy, liquidation, etc.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

Applicants must be a graduate of an accredited law school with an LL.B. or J.D., if selected an official transcript will be required. In addition, the selectee will be required to provide proof of an active bar membership.
