The primary purpose of this position, ENGINEERING TECHNICIAN, GS-0802-12 is to to provide technical engineering expertise in support of Intercontinental Ballistic Missile (ICBM) test launch and evaluation programs at Vandenberg AFB, support Depot Level Maintenance and Repair programs for the ICBM weapon system.

Duties

Perform a variety of leadership functions as the lead field engineering technician for depot level maintenance team involving three or more personnel working independently at remote missile sites and for on-base Depot Support Area (DSA) personnel. Solve team problems beyond the scope of technical data for the ICBM weapons systems and support equipment. Provide technical guidance and coordination on unusual technical problems encountered by the team during the Programmed Maintenance Cycle. Lead post launch evaluation team in the inspection and evaluation of ICBM facilities. Interpret guideline materials, specifications, drawings and technical orders.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays.
  • Employee must be able to work in confined spaces.
  • Employee must be able to work suspended in a safety basket hanging from a crane.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802, Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade of craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of ICBM weapon system Technical Orders, guidelines, precedents, and engineering principles and practices as related to mechanical and electrical engineering, familiarity with other engineering disciplines and practices. Knowledge of ICBM engineering and construction standards, methods, practices and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations. Knowledge of Computer Aided Design (CAD) applications, as well as computer equipment to activate, monitors and control computer systems including digitizer, plotter, scanner, and printer. Knowledge of automated data processing concepts, systems capabilities, and usage to effectively accomplish assigned functions. Knowledge of health, safety and environmental requirements as outlined in applicable standards, regulations and/or technical orders. Ability to analyze, interpret and apply rules, regulations and proceeds in a variety of situations and recommend timely and economical solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The assignment includes walking, bending, or climbing into confined spaces within the launch facilities while involved in activities such as inspection to view problem area, assistance with repairs and shop DLM within the Depot Service Area (DSA) and at Minuteman missile sites (missile launch facilities or missile alert facilities). Employee must be fall protection and confined space trained to perform duties over long periods of time in a suspended basket hung from a crane into a missile silo. Employee must exit basket and work in the silo at the bottom, fear of heights and or claustrophobia would impede performance of duties. WORK ENVIRONMENT: Within the DSA and at missile sites, the employee is exposed to hazards Including electrical shock and burns from working around energized electrical circuits, burns and hazardous flames from soldering, injury from pressurized lines, injury from working with common hand and power tools, and, on trips to the missile field, adverse weather conditions (heat, cold, ice snow, and other hazardous weather conditions), driving hazards, and falling hazards (ladder used at missile sites).
