The primary purpose of this position is to support the 75 ABW Staff Judge Advocate (SJA) on acquisition law, fiscal law, business operations, and acquisition counsel type administrative law matters; provide legal advice and assistance ito AF Life Cycle Management Center and AF Sustainment Center clients in support of their missions to deliver worldwide logistics management and sustainment of all weapon systems and related material in their portfolios.

Duties

Serve as legal advisor on Government contract matters. Provide legal advice, opinions and counsel concerning matters of acquisition administrative law, ethics, standards of conduct, commercial law, intellectual property law, public-private partnerships, and depot maintenance activities. Provides legal assistance to active-duty military, dependents, eligible DoD civilians, retirees, and other DoD cardholders, consistent with Air Force Instructions and legal office policy.

  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Legal Career Field

  • This position may require drug testing and the candidate may be subject to passing a drug test upon selection
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

  • Attorney appointments are subject to serve a one-year probationary period

  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training

  • WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated
  • PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and date obtained shows within 4 months of the date of application. A copy of the Bar Card is not sufficient proof of good standing. I am a graduate of a law school accredited by the American Bar Association AND - I am an active (or equivalent) member, in good standing, of the bar of the highest court of a state, U.S. commonwealth, U.S. territory, or the District of Columbia (you MUST submit a Certificate of Good Standing dated within 4 months of your application) (a bar card is not suitable documentation for certificate of good standing)- AND I have, or will have within 120 days of closing of this announcement professional legal experience in excess of two (2) year that is commensurate with the duties and responsibilities of the position, such as: Professional legal experience should include, but is not limited to: 1) expert knowledge of laws, regulations, precedents, and procedures related to acquisition law, fiscal law, ethics law, business operations, and acquisition counsel type administrative law matters; ability to provide legal advice and assistance and prepare legal documents, advisory opinions, and recommendations to successfully resolve all legal issues such as schedule delays, impossibility of performance, claims, product substitution, interpretation of contract clauses, novation, terminations for convenience and default, and other issues; research case law and regulations relating to legal issues, writing sound and persuasive memoranda, briefs, reports, plans, and pleadings and the presentation of and opposition to, arguments and evidence made in third party proceedings and settings. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, regulations, precedents, and procedures related to Federal Government acquisition, fiscal, and ethics law. 2. Ability to effectively interpret and apply case law and recommended changes in legislation, policy or regulations. 3. Ability to communicate well, both orally and in writing. 4. Ability to direct, coordinate, and review the concentrated efforts of teams of personnel from the legal ,requisition, program management, contracting, engineering, logistics, and other career fields. 5. Ability to recognize and appropriately handle issues of precedent setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
