About the Position: Serves as the Traffic Management Specialist and systems functional expert in the 599th Transportation Group Terminals Management under the Chief, Terminals Management. Assists in the day to day operations of the Terminals and also develops, maintains, staffs, and implements plans to ensure continued capability of the 599th Transportation Group and its subordinate units to perform assigned mission in the Pacific Command (PACOM) Area of Responsibility (AOR).

Duties

Plan, monitor, coordinate and execute peacetime, crisis and wartime movements of DoD cargo throughout the Pacific AOR by surface transportation. Collect and analyze problems surrounding these movements and makes decisions regarding the data adequacy and unusual transportation requirements. Manage, control, assign, and change cargo shipment priorities based on mission requirements and maximum utilization of carrier capability. Serve as subject-matter expert for providing technical transportation advice. Provide staff management plans and operations support to the Emergency Operations Center (EOC) during exercises, emergencies, and contingency operations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires the ability to obtain and maintain a secret security clearance.
  • This position is designated as Emergency Essential.
  • Incumbent may be required to travel up to 10% to perform duties/attend training.
  • Incumbent will be required to take an initial, and annual, physical.
  • This is a Term position not to exceed 2 Years
  • Incumbent may be required to serve a 1-year Term Trial Period
  • Incumbent will be required to submit a Financial Disclosure Statement, OGE-450 initially and annually thereafter.
  • This is an obligated position. Occupancy of this position is limited to the return of a former incumbent with statutory reemployment rights under 10 U.S.C. 1586.

Specialized Experience: One year of specialized experience which includes planning, monitoring, coordinating and executing peacetime and wartime movements of DoD cargo throughout an assigned AOR by trans-modal surface transportation. Developing, analyzing, negotiating, and implementing policies, directives, methods, practices, tests, inspections, and evaluations of Command wide traffic management to ensure overall effectiveness and efficient use of transportation systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
