Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Health Scientist Administrator (Investigations), you will use your knowledge of and experience with supervision and oversight to optimize business results and customer experience by: Reviewing and monitoring investigations conducted by applicant and awardee institutions and intramural research programs. Evaluating investigations and investigatory findings of awardee and applicant institutions, intramural research programs, and the Office of Inspector General (OIG) and develop and recommend to the ORI Director, findings of research misconduct and proposal administrative actions against those who committed misconduct. Assisting the Office of the General Counsel (OGC) in preparing and presenting cases in hearings before the Research Integrity Adjudications Panel of the DHHS Department Appeals Board. Planning, directing, and conducting assessments of alleged research misconduct and oversight of institutional inquiries and investigations of such allegations. Evaluating the evidence to support a PHS finding of research misconduct and recommends administrative actions against respondents to ORI, such as supervision or debarment; works with the OGC to resolve case. This announcement is open to Department of Health and Human Services (HHS), Office of the Assistant Secretary for Health (OASH) Federal career or career conditional employees only.

Qualifications

WHAT WE ARE LOOKING FOR Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Qualifications: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. AND Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing at least 4of the following: 1) Preparing schedules for completion of work setting and adjusting short-term priorities. 2) Advising or training on research misconduct proceedings and case handling. 3) Conducting assessments and providing responses to allegations of research misconduct. 4) Evaluating the evidence to support research misconduct and recommends administrative actions against respondents. 5) Developing and writing scientific review documents. 6) Developing procedures for evaluating and documenting scientific evidence in investigations (i.e., forensic analyses of scientific data). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
