This position resides in the Homeland Identities Intelligence Center (HI2C), Deputy Under Secretary for Collection, Office of Intelligence and Analysis (l&A), Department of Homeland Security (DHS).

Duties

Incumbent serves as the Branch Chief. The incumbent is the supervisor of the HI2C Identities Analysis Branch. In this role, you will lead a branch focused on all-source targeting, screening and vetting, research, analysis, and counter-network operations that provide tactical and operational support to customers throughout the Department and the Intelligence Community. You will oversee the day-to-day activities related to various efforts and programs focused on counterterrorism, counterintelligence, and transnational threats including but not limited to, screening and vetting, and watchlisting. MAJOR DUTIES Plans, organizes, and directs the activities of the Identities Analysis Branch (IA), ensuring that research, analysis, production, and reporting activities comply with legal and regulatory requirements and meets customer needs and IC standards. Develops goals and objectives integrating organization and IA objectives. Engages and directs engagements with a wide range of external customers and stakeholders. Builds relationships to enable the accomplishment of objectives and goals. Researches, interprets, analyzes, and applies various guidelines, policies, regulations, etc. Establishes policies and procedures for accomplishment of analysis and production. Plans and schedules work in a manner promoting a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Ensures the Identities Analysis Branch implements proper safeguards and processes to protect the privacy, civil rights, and civil liberties of U.S. persons. Ensures the branches' activities are executed in a manner consistent with applicable laws, regulations, directives, orders, and policies. Implements and monitors the proper use of appropriate organizational performance metrics. Coordinates training for personnel, and where appropriate, customers on current branch-related capabilities and the capabilities of the Department within the bounds of Identities Analysis Branch authorities. Maintains a continuous liaison with other IC organizations, other service counterparts, and DHS offices to ensure planning is consistent and integrated throughout the homeland defense community. Prepares and presents briefings. Prepares and analyzes reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment. Researches and determines or recommends appropriate actions or interpretation of issues impacting the organization. Serves as the independent technical authority for the organization. Represents the organization on working groups; steering groups; or other meetings, conferences, seminars, etc. May chair such groups or meetings when the meeting is in the incumbent's area of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications of specialization. Defends recommendations to higher levels of management as necessary.

Requirements

  • Must be able to obtain/maintain a TS/SCI Security Clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Must be a U.S. Citizen.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, and/or 24/7 shift schedules, and/or on-call and standby duty status.
  • Work may require relocation to an alternate work site for various lengths of time to meet operational requirements.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications

Specialized Experience: To qualify for the GS-15 position, you must possess at least one year of specialized experience, equivalent to the GS-14 level that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. This experience is defined as: Extensive knowledge in directing mission-essential programs to include short- and long-range programs addressing a broad range of DHS or IC needs and interests. Extensive background in planning and setting subordinate work and evaluating work performed using equitable performance and rating techniques. General knowledge in the digital forensic examination of media and subsequent analysis, digital media exploitation; and/or identity intelligence and network development. Extensive knowledge and understanding of counterterrorism, counterintelligence, and/or other transnational threat actors; and the role DHS or the IC provide in supporting U.S. Government screening and vetting efforts. Extensive knowledge in policy and procedures for the collection, production, and dissemination of intelligence products.
