Duties

ADDITIONAL INFORMATION: This is a high-profile position serving in the Compartmented GEOINT Program Management Office (CGPMO). The CGPMO leads all NGA compartmented development activities to deliver the capabilities that close some of the nation's most sensitive and hardest intelligence gaps. The CGPMO responsibilities covers worldwide time-dominant and mission critical operations and functional and regional areas including Space/Counter-Space, Hard Targets, Counterproliferation, and Unidentified Anomalous Phenomenon (UAP). Some of the mission partners include the IC and DoD, whose partnerships help propel the Compartmented GEOINT environment to the next phase of maturity - a fully operational and modernized Compartmented GEOINT Program.As the Chief Engineer for NGA's CGPMO, the incumbent will design, integrate, and deploy new capabilities into NGA's sensitive and compartmented architecture, discover and guide development of new potential sensitive GEOINT data sources and capabilities, pursue high value GEOINT sensors and GEOINT platform concepts, designs, and applications, and drive sensitive big data and automation efforts across the DOD and IC. The Chief Engineer must be able to apply his/her expertise in GEOINT tradecraft, phenomenology, systems, tools, policy and training to ensure successful sensitive GEOINT operations.The Chief Engineer will provide technical oversight over all engineering activities for the CGPMO enterprise to include base enterprise operating requirements, compartmented tasking, collection, processing, exploitation, and dissemination (TCPED) application level requirements, integration and interface engineering, test, verification, and validation activities. This includes new mission partner data integration and enhancements to GEOINT mission capabilities such as tasking, workflow, library, and exploitation services, as well as management of systems engineering process implementation, best practices, peer review and design (architectural modernization) planning. Key functions include leading integration project technical planning and execution from concept inception through testing and delivery into operations.The CGPMO Chief Engineer acts as the technical interface for senior/joint forums and acquisition oversight interaction support and coordination; provides technical integration support and expertise at the enterprise and individual program management office level to agency, interagency and oversight forums and decision boards; coordinates and collaborates with stakeholders, mission partners, and oversight to present coherent and synergistic enterprise and sensor integration plans and architecture. The Chief Engineer will work with NGA and Mission Partner PMOs for the necessary work allocation in support of studies, taskers, and short suspense responses to oversight, interagency and agency issues and concerns.Candidates for this position will be required to:Successfully attain and maintain access to compartmented GEOINT and IC/DoD special access programs.Be a DAWIA Practitioner certified in Engineering & Technical Management, or have the ability to obtain DAWIA Practitioner certification within 24 months.Additional Application Requirement: You may be asked to complete one or more assessments in addition to the application you submit on this website as part of your application to NGA. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience leading technical planning across the full lifecycle of an engineering project such as understanding the deliverables; executing project plans; communicating progress; generating requirements, test and evaluation (T and E) of systems and/or facilitating problem resolutions2. Demonstrated experience leading integration efforts in a collaborative environment for components and data of complex systems/applications, ensuring adaptability for future architecture design3. Demonstrated end-to-end experience with the systems development lifecycle (SDLC) methodologies and processes for planning, designing, developing, testing, and/or deploying a system5. Demonstrated experience with managing a configuration management database to include but not limited to documenting and/or addressing baseline configuration and system changes or deviations6. Demonstrated experience with developing technical correspondence, documents of record, and systems engineering artifactsEDUCATION REQUIREMENT: A. Education: Bachelor's degree or higher from an accredited college or university in Computer Science, Computer Engineering, Engineering, Engineering Management, Information Science, Information Systems Management, Information Technology, Mathematics, Operations Research, Statistics, Technology Management, System Engineering, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in Information Technology, systems planning, research, development, engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in Information Technology, systems planning, research, development, engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA Certification may be required for this position; See Position License and Certification Requirements for additional details. New Acquisition Workforce members or members transferring to a different or higher skill level will have, upon position entry, thirty-six months, forty-eight months, or sixty months, depending on the DAWIA Tier required, to achieve their certification. Current Acquisition Workforce members must maintain their current certification by achieving 80 Continuous Learning hours every twenty-four months. -AND- Relevant Competencies: IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Experience working space/counterspace systems.2. Ability to make decisions that impact the resources (people, budget, and material) of the work unit, ensure the technical quality and timeliness of the work produced by employees in the unit, and collaborate with supervisors across the organization in unstructured situations3. Ability to serve in the assignment for a minimum of two consecutive years.4. Experience working in a DoD or ODNI-managed acquisition Program Management Office 5. Experience working with customer organizations or operations (e.g., military, policy-makers, and law enforcement).
