This position is located in Field Operation Directorate, Office of Field Operations, DISTRICT 41. As an Chief of Staff, you will provide financial, human capital and administrative oversight of complex and diverse mission support functions and ensures organizational goals are achieved with offices across disperse geographic locations

Duties

Directs administrative programs including logistics, facilities and emergency management, congressional and stakeholder relations, and program evaluation in accordance policies established by USCIS HQ, the Regional Director, and District Director Serves as a senior-level expert and advisor on complex administrative, labor and employee relations, and logistical matters. Formulates and initiates changes to policies and procedures that affect the work of others and major aspects of the program. Maintains an awareness of external factors that affect the organization. Ensures goals are met through well-coordinated strategic resource planning, monitoring, and execution that minimizes costs and maximizes program efficiency and effectiveness. Develops short/long-term resource strategies and concrete objectives, plans and priorities, consistent with organizational goals and internal/external factors to support and enable high visibility mission requirements with national impact. Inspires, motivates and challenges others to maximize their potential; fosters an environment that encourages a high performing workforce; models a high standard of conduct for others. Plans work to be completed by subordinates, sets and adjust short-term priorities, and sets target dates for work completion. Coordinates, directs, and oversee subordinates and exercises significant responsibility in advising management officials. Supports expert staff at the district and field level responsible for comprehensive budget process from planning to execution, and serves as a senior level expert and advisor on budget formulation and controls. Develops and implements workforce management strategies around staffing, recruitment, and retention, conducts effective staffing analysis, acquisition funding, and performance monitoring. Responsible for oversight of the District’s administrative, human resource, emergency management, facilities, financial and asset management, training, and outreach functions; and is considered as the Chief Administrative Officer for the District.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/29/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/29/2024. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Serving as a Subject Matter Expert in budget formulation, development, planning and execution, including monitoring budget performance and balancing resources across multiple geographically dispersed organizations Leading workforce management, staffing and recruitment, workforce efficiencies, workforce development and training, organizational cultures and team dynamics Leading and developing strategic goals for administrative activities including facilities management, continuity planning and emergency management, acquisition strategy and funding, organizational internal controls and performance monitoring, analysis and evaluation of support programs or mission support effectiveness Developing partnerships, creating collaborative team environments of diverse activities to include working with multiple liaisons and outside stakeholders Identifying operational research needs and methods and writing reports or other working documents that provide authoritative guidance on complex program issues Please read the following important information to ensure you submit everything we need to consider your application: It is your responsibility to ensure that you submit your responses and appropriate documentation prior to 05/29/2024.
