About the Position: This position is wiht the Defense Health Agency, Naval Hospital, Directorate of Resource Management, Performance Analysis and Evaluation, Agana Heights, Guam.

Duties

Serve as technical expert in developing, coordinating, and evaluating the Medical Services Accounts (MSA)/Third Party Collection Program (TPCP)/Medical Affirmative Claims and Debt Management of U.S. Naval Hospital Guam. Monitor the work of subordinate in the absence of the Uniform Business Office Manager. Serve as Contact Representative for medical fraud for U.S. Naval Hospital Guam. Investigate all suspected fraud cases for U.S. Naval Hospital Guam in accordance with applicable regulations pertaining to authorized medical care. Compile statistical information and reports on all reported and verified cases of fraud. Identify developmental and training needs of employees, providing or arranging for needed development and training.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
  • A job offer to an applicant who is not a current employee subject to this requirement will be withdrawn if the candidate refuses to undergo immunization screening.
  • This position is designated "Mission Essential."
  • Temporary duty (TDY) at least 10% of the time.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated IAQ the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting, Finance, Business, or HealthCare Finance. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Computer SkillsConcepts, Policies and Principles of FinanceDecision SupportFinancial Stewardship Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
