The primary purpose of this GS-0301-12, RANGE OPERATIONS SPECIALIST position is to oversee the overall planning, direction, and timely execution of current operations in the formation and implementation of aircrew training and test evaluation of new and/or modified weapon systems required in support of customer mission objectives on the Utah Test and Training Range.

Duties

Provide the training and test program planning required to successfully conduct and complete customer mission objectives in support of the mission of the UTTR. Responsible for implementation and execution of mission operations within the Mission Control Center (MCC) during real-time mission support. Coordinate target construction/refurbishing using established environmental processes for Large Force Exercises (LFE) and test programs. Prepares and delivers oral presentations such as briefings, consultations, strategy and training sessions with customers, contractors and/or other staff service functions and activities to secure cooperation, and convey information. Develops and prepares a variety of correspondence and other documentation.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Comprehensive knowledge of operational concepts and capabilities of mission aircraft and combat tactics relating to air to air and air to ground operations and knowledge of methods of test, training and combat operations, range scheduling, range operations, other range support functions, airspace management and operations scheduling NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of weapons footprint analysis, and theories and principles of operational range management, planning, coordinating and execution. Must be a previous qualified USAF Pilot, Navigator or Weapons Controller or USA, USN or USMC equivalent. 2. Ability to conduct, apply, and adapt qualitative and quantitative techniques and develop, adapt, modify and apply methods to solve training and test operational support problems or define and clarify alternative solutions. 3. Ability to research knowledge of aircraft subsystems sufficient for required flight test safety information and knowledge of the requirements, methods, techniques, and procedures pertinent to flight safety. 4. Ability to participate on project teams and originate new ideas and methodologies regarding operational management, planning, execution and support and to determine the means to execute operations within established regulatory, financial and time constraints. 5. Knowledge of range environmental issues, Federal, State and local government statutes, principles, practices, procedures, laws, regulations and current legislative issues. 6. Working knowledge of the requirements, methods and techniques of accident investigation and reporting. 7. In depth, working knowledge of FAA rules and regulations 8. Skill in preparing reports, organizing and giving briefings, conducting detailed analyses of complex functions, work processes and workloads concerning operational functions. 9. Knowledge of industrial and physical security standards sufficient to advise program managers on proper practices for test and training projects planning and execution. 10. Knowledge of the basic computer program software operations and ability to access/manipulate/extract data through the use of a personal computer and basic office software programs. 11. In depth, working knowledge of tactical employment of U.S. /Department of Defense (DoD) combat aircraft and associated U.S./DoD air-to-air and air-to ground weapons systems, to include current Tactics, Techniques and Procedures (TTPs), and/or specific Air Force Instruction (AFI)s as they govern/relate to combat operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings. The work requires some physical exertion such as lifting and carrying 15-24 pounds-heavier with assistance, reaching above shoulders, both hands required, climbing and working on ladders or scaffolding, working around moving heavy equipment, objects and vehicles, walking on slippery, mud, dirt, wet, snowy or uneven surfaces, operation of motor vehicle, and the ability for rapid mental and muscular coordination simultaneously. Work also requires wearing a radio headset/microphone and operation of radio controls while monitoring and controlling ground and air activities on multiple radio frequencies simultaneously. WORK ENVIRONMENT: Most work (75%) is performed in a properly heated and ventilated, air conditioned, and well lighted office setting. Occasional work (25%) is performed in an outdoor, remote site in a harsh desert environment, which includes blowing dust, sand, pollen, snow and rain during day and night missions. Work requires driving range-provided 4WD vehicles and familiarity with off road driving/operations is required. When performing missions/duties outdoors, comfort facilities such as bathrooms, eating establishments and shelter from harsh conditions/weather may not be available for many hours. Outdoor work is accomplished on the Utah Test Training Range (UTTR) proper, which requires driving/riding in a vehicle for many hours, possibly on a daily basis. Travel while on the range is often on dirt/unimproved surfaces and may be rough/bumpy at times. Vehicles may be specifically designed for off-road use, which may cause discomfort during travel, even while on prepared/paved surfaces.
