The Chief Artificial Intelligence Officer (CAIO) will be a key leader in the development of the enterprise vision for the use, adoption, and safeguarding of Artificial Intelligence (AI) for both customer-facing, government-wide usage and within the Office of Personnel Management (OPM). They will also have an enterprise coordination and alignment role to ensure the safe, secure, trustworthy development and use of AI across the OPM and in externally facing applications.

Duties

As the Chief Artificial Intelligence Officer, you will be part of Human Capital Data Management and Modernization. If selected, you will be responsible for: Providing advice to the OPM Director, Deputy Director, and other senior agency officials on the safe, effective, trustworthy development and use of AI. In coordination with relevant agency officials, instituting the requisite governance and oversight processes to achieve compliance with relevant statues, regulations, and guidance and to enable responsible use of AI in the agency. Developing, as appropriate, AI-enabling enterprise infrastructure, workforce development measures, policy, and other resources to promote AI innovation, in a safe, effective, and responsible manner. Engaging with agency senior officials and Programs to understand organizational perspectives and recommend how AI can help execute key agency organizational objectives with greater efficiency, effectiveness and with improved user experience. Maintaining awareness of all agency AI activities, including use cases, while providing guidance and input on these AI activities and AI use cases to OPM senior leaders to ensure that the agency is effectively and responsibly using AI to advance OPM priorities. Advising and coordinating with program offices-on how AI could and should be used to advance major human capital management functions across the Federal workforce. Ensuring federal-wide human capital activities involving AI are well-coordinated, and adhering to relevant statutes, regulation, and guidance.

Qualifications

All applicants must have 1 year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively. QUALIFICATIONS: Address each of the following Mandatory Technical Qualifications, Desired Technical Qualifications (optional) and Senior Professional Qualifications separately. All statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications. Mandatory Technical Qualifications (Maximum of 1 page per statement): Experience in developing and leading an AI and/or data governance function using collaborative, consensus building methods. A comprehensive knowledge of data, technology, and AI to promote innovative strategies while effectively managing the risks of AI. Desired Technical Qualifications - (Optional - Maximum of 1 page per statement): Experience in AI, data science and applied machine learning, deep learning, large language models, generative AI. Experience with cloud platforms such as Azure. Knowledge of SQL and/or similar database management systems. Senior Professional Qualifications (Maximum of 1 page per statement): Partnering: Ability to develop networks and build alliances, engage in cross-functional activities; collaborate across boundaries, and find common ground with a widening range of stakeholders. Utilize contacts to build and strengthen internal support bases. External Awareness: Demonstrated experience in understanding local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment. Communication: Ability to make clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication. Ability to express written facts and ideas in a clear, convincing and organized manner. You must meet all qualification requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-grade requirements do not apply to SL positions.
