You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC) in the Naval Air Warfare Center Aircraft Division (NAWCAD), within the Digital Networks and Applications Department (DNA) Department of NAVAIRWARCENAC DIV.

Duties

You will establish performance appraisal objectives for assigned civil service employees. You will interview candidates for vacant positions and recommends selections. Also initiates other personnel actions, such as step increases, career ladder and accretion of duties promotions, and formal reassignments. You will define and identify required operational capabilities and design characteristics for CS elements of such systems, including hardware/software and business processes. You will hear individual and group grievances, employee complaints and disciplinary cases. Effects action wherever possible. Recommends action to reporting seniors for resolution of issues requiring their involvement. You will provide equal employment opportunities and is responsible for effecting and implementing EEO (Equal Employment Opportunity) policy within his/her area of cognizance and responsibility. You will counsel team members on progress toward achievement of objectives. You will prepare documented evaluations of their performance, incorporating inputs provided by team leaders.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 751 level expert within 12 months of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 through 12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, I have one-year specialized experience equivalent to the next lower pay band (NM-03) or grade level (GS-9 through 12) in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include the following: 1) Demonstrating knowledge of and skill in applying information systems security principles, concepts and standards, including knowledge of new IT security developments: 2) Supports the NAVAIR Acquisition community in the execution, life cycle and sustainment of Risk Management Framework (RMF) processes and requirements for the Acquisition program; 3) Applying knowledge of computer and information protection specialties and facilitating technologies and hardware/software products including common operating systems, network protocols, protection software, firewall design and operation, database management systems security tools, common network devices, authentication/identification; 5) Providing information and guidance on how to build Cyber Security (CS) protections into proposed acquisitions from earliest stages of development, through follow-on support; 6) Defining and identifying operational capabilities and design characteristics for CS elements including hardware/software and business processes.
