Duties

Primary Purpose: To develop and execute exercises and local training missions in support of the 23d Wing. Manages the 347th Rescue Group (347 RQG) Land Acquisitions Program (LAP), maintains user agreements and contracts for current and future drop zones (DZ), landing zones (LZ), and helicopter landing zones (HLZ), and serves as the primary point of contact for all aspects of the land acquisition program with the 23d Wing Contracting and Civil Engineering Squadrons. Develops plans for realistic, integrated, large-scale training exercises to comprehensively evaluate and enhance participating unit's wartime readiness. Develops detailed exercise and training scenario plans contingent on operational and unit support agreements and commensurate with RQG readiness requirements. Coordinates required support across 23d Wing units and outside agencies and provides timely and comprehensive guidance to all involved units. Manages the 23d, Wing's land acquisition program by coordinating across various organizations and private landowners over multi- year time horizons to scope, study, and secure DoD leases for ground training areas, helicopter landing zones, and drop zones supporting 23d Wg training. Conducts scheduling functions with the 23d Wing, outside agencies to support exercise and training scenario plans. Executes Opposing Forces (OPFOR) functions by planning for and simulating theater specific threats for units participating in exercises and training scenarios.

  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
  • Work may require access to classified information. Must be able to obtain and maintain a TOP SECRET clearance.
  • Must obtain and maintain a valid AF Form 483, Certificate of Competency for Explosive Transport.
  • Must possess a current and valid state driver's license and be able to obtain and maintain a valid government driver's license for the operation of ATV - All-Terrain Vehicle to include: five and six passenger trucks.
  • May be required to complete ATV rider safety instructor course from a certified ATV safety institute.
  • May be required to complete OUPV training conducted by an approved U.S. Coast Guard sanctioned training facility.
  • May be required to fly on various military and civilian aircraft in a supporting forces capacity.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

Qualifications

Conditions of Employment Continued: May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station in accordance with DoD joint travel regulations. Subject to irregular duty hours, especially in conjunction with training activities and exercises. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex Agency and MAJCOM contingency and exercise execution and planning principles concerning military operations; knowledge of mission, functions, programs, policies, structure, and operational capabilities HH-60W, HC-130J Guardian Angel Weapon System and A-10 Mission Design Series (MDS) aircraft and supporting units in order to plan a comprehensive exercise and evaluation program, determine mission readiness and sustainability, and promote an understanding of and conformity with Wing Plans; and knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD, agency, federal, state, and local guidance, and procedures involved in planning a wing/center exercise program designed to assess mission readiness and sustainability in order to interpret said regulations and directives for determining best practices and methods for use. Knowledge of Air Force, MAJCOM, and wing mission goals and objectives, including military planning and execution operations, development of detailed exercise and training scenario plans, and the relationship of the various offices involved in exercise planning and execution of military operations and assessments. Skill in monitoring changes in Air Force capability requirements and identifying and reconciling short falls and limitations impacting exercise planning Knowledge of a wide range of qualitative and quantitative methods to participate in the assessment of wing plans, to adapt existing strategies to meet unusual needs including the planning and organizing of adversary threat replication through opposing forces functions, to maintain and account for required equipment, and to enable the collection and confirmation of exercise metrics to facilitate the development of after-action reports to improve upon future exercises. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; coordinating required support across Air Force units and outside agencies, providing timely comprehensive guidance to all involved units, including preparing and presenting briefings, reports, and Concept of Operations. Knowledge of the military contracting process for contract development and land management with respect to the 23rd Wing's LAP for helicopter landing zones and drop zones. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy, Familiarization with developing statement of work and performance work statements. Organizational skill in conducting scheduling functions with various entities inside and outside Moody AFB to support exercise and training scenario planning. Ability to communicate clearly, concisely, with technical accuracy, orally, in writing, or via utilization of Microsoft Office (or similar) programs (including but not limited to Microsoft Word, Excel, PowerPoint, etc.) and work in a professional manner with installation leadership, as well as with local community, state, and/or Government agencies necessary to implement exercise plans in person, electronically, or virtually via video teleconferences. Ability to brief leadership and senior staff members on plans, reviews, and LAP contract progress. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
