This position is located in the Health Resources and Services Administration, Office of the Administrator, Office of Civil Rights, Diversity and Inclusion. Duties

As a Civil Right Analyst, you will provide support on issues related to HRSA's programs and activities, as they relate to civil rights provisions, including Title VI of the Civil Rights Act of 1964; Title II of the Americans with Disabilities Act; Section 504 of the Rehabilitation Act of 1973; the Age Discrimination Act; Title IX of the Education Amendments of 1972 and Section 1557 of the Affordable Care Act. Your major duties and responsibilities include: Researching potential impacts of proposed civil rights laws on HRSA programs and policies, reporting findings, and recommending changes and/or initiatives, as appropriate. Drafting outreach, training, and education strategies to assist HRSAs civil rights compliance efforts. Assisting with the development and implementation of strategies, including preparation of materials, writing, and delivering trainings and presentations, as appropriate. Providing technical assistance to recipients of federal funds and covered entities to enable them to achieve compliance with civil rights laws. Making recommendations regarding how HRSA can work more effectively with states, localities, and covered entities to ensure equal access to, and participation in, health and human services programs. Serving as a member of intra- and inter-agency working groups in the development of policies, legislative and regulatory proposals, and special initiatives to ensure that persons are not discriminated against based on race, color, national origin, disability, and age in health and social service programs. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

Qualifications

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-11: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: 1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-09 level include performing the following types of tasks on a regular and recurring basis: Applying knowledge of federal civil rights laws and policies to research impact on Agency or recipients of Agency funding AND Drafting briefings, reports, memoranda, or other informational materials for higher-level review on topics related to nondiscrimination, accessibility, or equity. 2. EDUCATION: Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study or other field of study with course work directly related to the work of this position. OR 3. EDUCATION AND EXPERIENCE: Have an equivalent combination of the above specialized experience AND higher-level graduate education that meets 100% of the qualification requirements for this position. GS-12: In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-11 level include the following types of tasks performed on a regular and recurring basis: 1. Conducting legal research and drafting informational materials to assist federal agencies in achieving compliance with federal civil rights laws. AND 2. Drafting briefings to inform leadership of new, revised, and pending federal civil rights regulations and guidance, including the impact on federally conducted and assisted health and social service programs. AND 3. Developing and conducting presentations on civil rights issues and compliance requirements to internal and external stakeholders. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. CIVIL RIGHTS - Understands and applies knowledge of civil rights principles, laws, regulations, administrative procedures, public polices and court and administrative decisions. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge. STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
