The Program Analyst develops reports & dashboards utilized in the evaluation of the effectiveness and efficiency of clinical operations throughout the VASNHS. He/she develops, tests, and implements clinical decision support tools and software utilizing various data architectural platforms, performs skilled fact finding, data extraction and analytics for evaluation of clinical intervention and programs and synthesize findings from analyses to generate reports for stakeholders.

Duties

The Program Analyst is an integral part of supporting the mission and operations of the VASNHS and the Medical Center's goal of creating safe, high quality clinical care programs within the most cost- efficient model; Clinical Analytics does not produce data for Research, or for the performance evaluation of individuals. Major duties include but are not limited to: Utilizes expertise in clinical informatics to extract and organize data for interpretation critical to the development of clinical decision support (CDS) tools to enhance clinical care. Identifies user specifications, conduct data validation, and source mapping, lead in software design, development, and testing to produce novel applications for use by clinicians. Collaborates with clinical stakeholders to understand user needs, preferences, identification of priority data elements, and necessary functions for optimal workflow. Applies information and expertise in clinical informatics techniques and best practice standards to design, develop, and test software, improving clinical operations based on stakeholder identified needs and preferences. Conducts critical studies that provide senior executive leadership with in-depth analyses of specific clinical and operational issues as they relate to clinical best practices and operations, patient safety, and quality improvement for patient care. Designs metrics and criteria for evaluation utilizing appropriate testing methodology for valid interpretation of findings for clinical outcomes, program efficacy, financial, and operational impact. Consults, advises and educates all levels of employees including the highest levels of leadership, on the methods and means to make health care operations more effective and efficient. Integrates knowledge of clinical and information processes to achieve successful adoption and application of new or modified technologies to support health care operations and systems; initiates, develops and executes complex projects that support veterans' health care needs, collaborating effectively in a principal role; assists clinical business end users in reengineering business processes for clinical efficiency and documentation. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS 11 Minimum Qualification: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizes expertise in clinical informatics, collaborates with clinical stakeholders to understand user needs, preferences, identification of priority data elements, describes a collection of data, recognize patterns, and draw inferences about the population being studied, consults, advises and educates all levels of employees. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (TRANCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level.(TRANCRIPT REQUIRED) GS 12 Minimum Qualification: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: identifies user specifications, conducts data validation, and source mapping, leads in software design, development, and testing to produce novel applications for use by clinicians, leads in the development of local data architecture and models to provide a foundation for database design, conducts critical studies that provide senior executive leadership with in-depth analyses of specific clinical and operational issues, trains staff on system use, build interfaces, troubleshoot software and hardware issues, and work across multiple departments. You will be rated on the following Competencies for this position: Administration and ManagementAnalytical ReasoningCommunicationTechnical Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary, however, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, or driving an automobile, etc. No special physical demands are required to perform the work. Computer work is done daily.
