You will serve as a IT SPECIALIST (SYSANALYSIS) in the FLEET NUMERICAL METEOROLOGY AND OCEANOGRAPHY CENTER (FNMOC) of FLT NUMER OCEANGPHY METEO CTR. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will participate in intra- and inter-agency scientific and technical meetings and symposia as an expert to promote solutions to technical problems that best meet the needs of numerical modeling operations. You will serve as the ocean/wave model operations team lead, responsible for computational infrastructure stability, managing execution of numerical environmental models and related processes at NIPR and SIPR classification levels. You will gather and compile requirements and develop strategy to satisfy computational, storage, and timing requirements. You will identify critical, essential, and enhancing contract requirements and participate in developing performance work statements for ocean/wave model operations support.

  • This is a Cyberspace Workforce position, work role code 411, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Serving as a production quality specialist devising and implementing processes that ensure integrity and timeliness of operational environmental model runs. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Providing troubleshooting in support of complex software and hardware deficiencies and providing work a rounds where possible. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Gathering and submitting ocean/wave model computational and/or storage resource requirements to the DSRC Allocation Integrated Project Team Chair. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Providing operational test support to scientists, software developers, systems analysts, and watch support personnel. ** AND ** In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a mastery of advanced IT principles, theories, and practices required by the specialty area to enable employee to serve as a technical authority and provide guidance to management and other technical specialists on critical IT issues. Experience applying knowledge of computer and network systems testing and evaluation principles sufficient to perform evaluations, which result in the recommendation of new means of producing and delivering IT-based solutions. Experience measuring computer and network system performance and management effectively, using Commercial Off the Shelf (COTS) applications and components designed for this purpose, and establishing new performance/metrics requirements where appropriate as applied to the development and maintenance of automated, real-time systems. Experience applying knowledge of UNIX/Linux scripting, Perl and/or Python programming. BASIC REQUIREMENTS:

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
