The purpose of this position is to serve as the CFO Act Compliance Division Chief within the OCFO, DCSA. The incumbent is responsible for the development of policies, procedures, systems, and technical guidance to ensure and promote effective financial management throughout the agency. This position reports directly to the Chief Financial Officer, DCSA, a Senior Executive Service (SES).

Duties

As a SUPERVISORY FINANCIAL MANAGEMENT ANALYST you will be responsible for the following duties: - Leads centralized agency oversight of financial management policy, financial management internal controls, enterprise risk management, and audit response and sustainment; - Leads development of policies, procedures, systems, and technical guidance to ensure and promote effective financial management throughout the agency; - Provides expert advice, assistance, direction, policy guidance and technical analysis of DCSA's financial management activities supporting resource management, accounting, financial systems, and internal control functions; - Oversees workflow of subordinate government staff and contracted staff engaged in the interpretation and development of financial management policy and guidance, annual planning of the Risk Management Internal Control (RMIC) program, Chief Financial Officer's Act of 1990 compliance, and audit response activities; - Serves as the focal point and project officer for DCSA Comptroller's Financial Improvement and Audit Readiness (FIAR) Program relative to accounting operation functions; - Overseas internal audit programs for quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up and a variety of staff and systems accounting programs; - Implements and monitors the status of corrective action plans, making recommendations to improve internal controls over financial reporting and other activities that promote more effective business practices and robust internal control program.

  • In accordance with DoD instruction 1300.26, personnel assigned to this position must obtain DoD Financial Management Certification Level III (cont.)
  • within 2 years of appointment date. If certified, certification must be maintained IAW DoD instruction 1300.26.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Directly applicable experience in directing and managing the activities of a newly established division focused on oversight of Financial Improvement and Audit Readiness (FIAR), Risk Management and Internal Controls (RMIC), and FM Policy maintenance, interpretation and development. Directly applicable experience in providing expert policy-based guidance, advice, assistance, direction, and analysis in support of a diverse array of organizations assigned to the Office of the Chief Financial Officer; Expert experience in Planning, Programming, Budgeting, and Execution (PPBE) Process; Experience with DoD Financial Management Policy and Procedures. Specifically you will be evaluated on the following competencies: 1. Accounting theories and concepts - Set of assumptions and methodologies used in the study and application of financial reporting principles. 2. Financial Concepts, Policies, and Principles - Apply fiscal law, policies, regulations, principles, standards and procedures to financial management activities. 3. Internal Controls - Knowledge of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies). 4. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. 5. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders. 6. Risk Management - Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
