This position is located in the Talent Management Branch (TMB), Human Capital Management Division (HCMD), Human Resources Office, DCO, BCOO, Rural Development, USDA. The TMB is responsible for providing a variety of instructional technology, curriculum design, adult education methodologies, training, mentoring/coaching, and employee and leadership development services in support of the program and administrative operations of the Rural Development (RD) Mission offices.

Duties

Directs, oversees, and evaluates the activities of the Branch including responsibility for the development of mission area programs, policies, and procedures relative to providing a full spectrum of human resource development (HRD) functions. Provides staff level guidance and assistance to mission area officials and employees on a variety of instructional, curriculum training, and HRD issues and activities. Identifies and implements training and workforce development policies, processes and systems across serviced Agencies. Manages the design, revision, adaptation, and implementation of a variety of systems, programs, courses, materials, devices, and aids to facilitate the instructional, training, and human resource development activities (HRD) for Rural Development. Manages the development and integration of e-learning technologies into the HRD and training program in Rural Development. As Branch Chief, serves as first-line supervisor over the Human Resources Talent Management Branch consisting of staff working both in office, telework, and remotely.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-14 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-13; or its non-Federal equivalent that demonstrates: Knowledge of areas of training, curriculum design, human resources development in the Federal sector to provide staff level guidance and assistance on program training issues, training activities, problems and interventions, and related human resources management goals and objectives. Knowledge of instructional technology and adult education theories, principles, practices, methods, processes, and techniques to manage the design, revision, adaptation, and implementation of instructional, training, and employee developmental systems, programs, courses, etc. Knowledge of e-learning technologies and solutions for use in adult learning environments and use in the development of instructional and curriculum programs. Knowledge of educational measurement theories, principles, methods, procedures, and practices to manage the review and evaluation of mission area. Experience providing recommendations, solutions, alternatives/flexibilities, and operational improvements to increase effectiveness of programs. Experience providing expert HR advisory services to all levels of management and personnel throughout the agency. Experience leading or supervising a staff of professionals. There is no substitution of education for experience at the GS-14 level.
