The primary purpose of this position is to serve as the Deputy Fire Chief to fully share with the Fire Chief the overall management and control of the Fire Protection Flight through two or more assistant Fire Chiefs in charge of operations, training, and technical services. Assumes full responsibility for the Fire Protection Flight during the absence of the Fire Chief.

Duties

-As Deputy Fire Chief, participate in all aspects of the administration and planning of a comprehensive fire prevention, firefighting, and rescue program at the installation. -Serve as the on-scene commander of a fire/crash scene until relieved by the Fire Chief. -Assist the Fire Chief by representing the Fire Protection Flight at a variety of installation, local community, and functional area organizations and by participating in special projects and initiatives. -Participate with the Fire Chief in the exercise of supervisory personnel management responsibilities.

Requirements

  • Employee is on call 24 hours day, 7 days a week unless TDY or on leave.

  • Required to participate in a physical fitness program and pass an annual physical.
  • This position may require travel.

  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Civil Engineering Career Field.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-11, specialized experience in the Federal service which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the theory, principles, methods, techniques, and practices of fire fighting, rescue operations, and other emergency procedures. 2. Knowledge of basic and specialized firefighting equipment (fire department communication equipment, fire extinguishing operation, etc.), techniques, and procedures. 3. Knowledge of the theory, principles, methods, techniques, and practices of structural and airfield firefighting, fire prevention, hazardous materials, emergency medical services, and operation of firefighting equipment and vehicles. 4. Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions. 5. Ability to plan, organize, direct functions, and to mentor, motivate, appraise, and supervise the staff of nd organization and the ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: The position is designated as Key. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. Incumbent may be required to work extended and/or irregular hours during exercises or contingency situations. Employee is required to be certified by the DoD Firefighter Certification System as Fire Officer III (includes Fire Officer I and II), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes HAZMAT Awareness and HAZMAT Operations) and Airport Firefighter (includes Firefighter I and II), . Hazards include: Burns, dehydration, and other effects of heat, smoke inhalation, falling materials, or explosions; Exposure to toxic materials and chemical, biological, radiological, nuclear, and explosive agents; Physical injury and sensory damage from firefighting activities and noise levels; Dealing with victims in varying stages of fright, panic and injury; Operating or riding on fire truck under adverse conditions or flying in aircraft to reach crash sites of fires in outlying areas.
