Come join OPM's new Hiring Experience Group (HX)! HX has a sustained focus on improving hiring outcomes across Government through increased innovation and assessment usage. As a Human Resource Specialist at the GS-0201-13 level, you will be part of this innovative team, providing consultation to agencies around new methods to improve Federal hiring processes in all phases of the recruitment and placement process.

Duties

Serves as a consultant to agencies providing advice, guidance, and metrics on all phases of the recruitment and placement process. Consults with agency talent teams to plan recruiting approaches for large-scale recruitment efforts within the competitive hiring process. Advocates for policy, regulation, standard operating procedure (SOP), or statutory changes within OPM when common policy challenges are identified. Serves in a matrixed capacity as a project manager on a variety of HR projects in support of the HX and talent teams. Designs and develops hiring actions to meet the specific needs of agencies.

For the GS 13: You must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following duties: Providing consultative services directly to managers and employees on all phases of the federal recruitment and placement process. Developing standard operating procedures, job aids, and/or other adopted materials to support various recruitment and placement processes for innovative use of automated systems and technology tools. Managing a variety of HR-related projects or initiatives, such as recruitment campaigns, hiring efforts, special studies, etc., to ensure work is completed on time and within resources committed. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
