The Primary Purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Air Force's Personnel Center Training & Professional Development.

Duties

Plans, organizes, and directs the activities of AFPC/DSL, ensuring that all training & professional development complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities Represents AFPC/DSHD With a variety of installation and functional area organizations. Prepares and delivers written and oral presentations such as briefings, consultations, team sessions, and other staff functions and activities to secure understanding, cooperation, resolve controversial matters, and convey information relative to proposed changes/improvements.

  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure report, upon appointment and will be required to file annually.
  • Incumbent is required to be mobile and may be assigned to any other position of equal grand and pay for which the employee is qualified, at any geographical location, for reasons determined to be in the best interest of the Air Force.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • The Air Force Mobility Agreement is required to be signed by the incumbent of this position with the expectation of an approximate 3 to 5 year change of assignment.
  • This position is covered by Financial Disclosure reporting requirements outlined in the Joints Ethics Regulation, 5500, and R.
  • This is a supervisory position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a centrally managed position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include directing a team effort and consideration of a wide range of issues which affect training, development, and assistance programs, such as technology transfer, changing information technology, and other comparable conditions of highly variable nature. Disseminates training and assistance methodology and provides expertise in the review and subsequent recommendations effectiveness, and on-the-job productivity. Also controlling execution of training and professional development programs, goals and objective, regularly advises senior AFPC leadership official on training and professional development program issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of organization's programs and activities; organization missions, policies, instructions, laws and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
