Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as analyzing, evaluating, interpreting and applying a wide range of federal human resources policies and procedures related to recruitment and staffing; developing job analyses, posting vacancy announcements using automated systems, and determining basic qualifications. To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as analyzing, evaluating, interpreting and applying a wide range of federal human resources policies and procedures related to recruitment and staffing; developing job analyses, posting vacancy announcements using automated systems, and determining basic qualifications; assisting in the training of junior level specialists through shadowing and/or shoulder surfing. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of comprehensive staffing and placement concepts. Skill in providing consultative advisory services on human resource issues. Ability to interpret data and analyze trends. Ability to forecast changes in workforce requirements that will meet mission demands. Ability to manage and lead a group, including providing feedback concerning progress. Ability to orally present and defend staffing determinations to managers, employees and applicants. Ability to develop new or modified HR work methods, approaches, or procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
