The primary purpose of this position is to serve as a Realty Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.

Duties

GS 07: Performs developmental assignments. Performs recurring assignments. Participates in special initiatives, studies, and projects. Prepares written correspondence and other documentation. GS 09: Performs conventional real property functions relating to the acquisition, management, and disposal of government real property. Acquires interest in real property and use rights with limited complicating factors. Determines need for and takes actions, such as easements and permits, and negotiates minor out-grants. Performs work associated with the processing of excess land or proposed facility disposal actions. Gathers data and prepares reports.

  • The work requires the employee to drive a motor vehicle. An appropriate driver’s license is required for the position
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-07SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes applying real property principles, rules, regulations, and practices; and a general understanding of real estate markets; applying agency, state, and local government realty statutes, policies, and procedures to include out-grant and standard space management practices and techniques. OR EDUCATION: Have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or have a bachelor's degree in education or a subject area related to the position and claiming Superior Academic Achievement. NOTE: You must submit copies of your school transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience described in the job opportunity announcement; however, have completed some graduated-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, a combination of experience and education. NOTE: You must submit a copy of school transcripts. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes applying real property principles, rules, regulations, and practices; and a general understanding of real estate markets; applying agency, state, and local government realty statutes, policies, and procedures to include out-grant and standard space management practices and techniques. OR EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, a combination of experience and education. Note: You must submit a copy of college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07: Knowledge of basic principles, concepts, and practices of Business and Industry. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Business and Industry. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers GS-09: Knowledge of commonly applied real property principles, rules, regulations, and practices as well as agency, state, and local government procedures and appropriate statutes and policies. Knowledge of space management and utilization practices and techniques, and policies and procedures for real property documentation and records. Knowledge of out-grant procedures and required documentation. Knowledge of property disposal policies and procedures. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. Ability to communicate effectively, both orally and in writing, using tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Expected Date of Discharge/Release from Active Duty
