About the Position: This position is for a Lock and Dam Repairer Leader, WL-5318-10, at the Illinois Waterway Project, Maintenance Section, located in Peoria, Illinois. This position is being filed under the Direct Hiring Authority (DHA).

Duties

Pass on to other workers, instructions received from supervisor and starts work (e.g., by assigning the immediate tasks to be performed by individual members of the group led). Ensure that needed plans, blueprints, material, and tools are available, and that needed stock is obtained from supply locations. Check work in-progress and when finished; check for compliance with supervisor's instructions on work sequence, deadlines; demonstrate proper work methods. Answer workers questions regarding procedures, policies, written instructions, and other directives (e.g., technical orders). Obtain needed information or decisions from the supervisor on problems that come about while performing the work. Provide information to supervisor on status and progress of work, causes of delays, and overall work operations and problems (e.g., additional on-the-job training requirements for individual employees). Assure that safety and housekeeping rules are followed (e.g., assures that machine capacities are not exceeded and that tools are properly used.) Work along with other workers, setting the pace. Perform journeyman Lock and Dam Repairer and other related work, as applicable.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
  • A medical examination is required. If selected, satisfactory completion of a medical examination is required before assignment to the position.
  • Must comply with Drug Abuse Testing Program requirements. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lock and Dam Repairer Leader without more than normal supervision. To meet the screen out, applicants should document experience and/or show the ability to perform common maintenance and repair tasks as a member of a team that provides maintenance and repair services including but not limited to: heavy mobile equipment, welding, cutting, fabricating, sandblasting, painting; leadership experience involving repair and maintenance or construction activities and can lead groups of workers to accomplish tasks on time. - Failure to meet this Screen Out Element will result in an ineligible rating. Ability to Interpret Instructions, Specification, etc. (includes blueprint reading)Ability To Lead or SuperviseAbility To Use and Maintain Tools and EquipmentKnowledge of Equipment Assembly, Installation, Repair, etc.Knowledge of MaterialsTechnical Practices (theoretical, precise, artistic)Trouble Shooting Physical Effort: Work requires continual physical effort in the handling of equipment and tools, while working from scaffolds, standing, stooping, bending, climbing, working overhead, etc. Uses coordination of eyes, hands, and feet, and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes. Lifts and carries items weighing up to 50 pounds. On occasion, may be required to lift and carry items or materials weighing in excess of 50 pounds. Working Conditions: Work is performed inside and outside during the day and at night, as required, on high structures over water that is frequently turbulent, in the proximity of moving machinery and high tension electrical wires and on scaffolds or slings. Occasionally, works behind bulkheads or in tunnels below water level. Is subject to falls, drowning, electrical shocks, injury and discomfort, burns, exposure to moving equipment, machinery, loud noises, inclement weather, and dangerous icy conditions. Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
