VBA's Office of Human Capital Services (HCS) provides world class customer service to the public and VBA employees who serve Veterans while ensuring positive interactions through efficient and effective employee life cycle management. HCS Executives and Managers execute priorities that unify strategies to acquire, develop, sustain, and transition talent. The candidate will serves as a Program Analyst for Training Administration and Consulting (TAC) Division within HCS.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/16/2024. You will be rated on the following Competencies for this position: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 (non-award) that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with both quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Must also demonstrate expert communication skills to present and articulate findings to management; and experience with or understanding of continuous process improvement strategies within the VA. This experience may have been gained across all VA business lines. You will be rated on the following Competencies for this position: Program Administrative Functions - Acts as an administrator (content owner) of Training and Administration Consulting training support systems such as Microsoft Teams Application and SharePoint, as well as necessary VBA authoritative source systems of record for data used for training/employee performance data analysis and reporting. Plans, coordinates and oversees logistics by closely working with District Offices to determine travel needs and provide administrative support for VIP Training program participants. Develops and recommends policies and procedures to ensure long and short-range program plans and objectives and executes TAC Policies. Defines and documents processes and procedures in formal Standard Operating Procedures (SOPs). Responsible for travel coordination, authorizations and voucher submission for VIP programs in which assigned. Assists in formal and informal VIP Program Office Communications/Messaging, briefings and reporting. Interfaces with senior leadership and stakeholders to establish VIP training reporting requirements. Coordinates with leadership, business lines, districts, and Regional Offices to set requirements on reporting VIP training program enrollment, compliance, completion, and comparison. Data Analysis and Reporting - Exercises analytical ability, judgment, discretion, and knowledge of TAC administrative and program principles, concepts, policies, and objectives. Coordinates with leadership, business lines, districts, and Regional Offices to set requirements on reporting TAC training program enrollment, compliance, completion, and comparison. Identifies and collects necessary data, assembles and assesses information gathered; formulates findings. Develops position papers and technical reports containing clearly defined findings and recommends methods for improving programs and performance outcomes. Performs broad analysis and review functions while monitoring and evaluating assigned national training programs and initiatives. Develops recommendations for national activities, operating policies, and/or procedures. Facilitates complex administrative projects requiring the evaluation and identification of a variety of operational problems. Defines and recommends new programmatic needs or modifications based upon consideration of such factors as the impact of new or anticipated technological developments, regulatory changes and agency policies. Introduces advanced analytical methods to the function. Develops metrics and establishes benchmarks for assigned tasks. Project Management - Assures that Project management principles are in use and proper controls are maintained to permit accurate forecasting of schedules, costs, and resource needs for planning and coordination of training initiatives and programs. Develops project goals, set expectations, and product outcomes to meet VBA deadlines for implementation of VIP training. Manages and provides expertise and support for as many as four concurrent training-related initiatives. Performs problem solving and develop courses of action and prepares information and decision briefings for executives on projects assigned. Develops project schedules and integrated master schedules to plan training program execution. Evaluates strategic planning and program execution efforts. Tracks and reports on cost, schedule, and performance on Task Order program, projects and initiatives in which responsible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
