Duties

You will serve as the subject matter expert on fueling and cryogenic operations, facility design, environmental matters, petroleum product analysis and transportation of petroleum products. You will work with various commands to develop and refine fuel operation metrics, performance goals and cost data. You will ensure compliance with Department of Defense and Navy policy for management of bulk fuel and cryogenic operations. You will direct operations and maintenance requirements of the Aircraft Refueling area, bulk fuel facility and Cryogenic Facility. You will develop facility, equipment repair and construction requirements, including long range plans for renovation, modernization, automation and conversion of fuel systems and all related support components. As a Supervisor you will perform the below duties: You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. You will identify developmental and training needs of employees, providing or arranging for needed development and training.

  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Incumbent “may” be coded as “key” and as such may be required be removed from their military recall status. A signed statement of understand required.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying bulk petroleum logistics and management principles, practices, and methodologies. Specialized experience must include all of the following; 1) Providing technical assistance regarding fuel and operations, facilities, manpower, mobile refuelers, scheduled and unscheduled maintenance, fuel systems capabilities and limitations, product accountability, quality service practices and fire/safety matters relating to petroleum facilities and products; 2) Assisting with the development of facility, equipment repair and construction requirements, including long range plans for renovation, modernization, automation and conversion of fuel systems and related components; 3) Ensuring that petroleum and cryogenic operations and maintenance activities comply with Federal, State, and local environmental regulations; 4) Managing hazardous material/waste used and accumulated in fuel service areas; 5) Working with inside and outside stakeholders to refine fuel operations metrics, performance goals and costs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
