The Branch Chief is the Procurement Integrity Program Manager for the implementation of OMB Circular A-123 to ensure acquisition compliance for circular by establishing sound internal control systems that serve as a primary means for improving accountability, effectiveness & efficiency in achieving procurement integrity program objectives, and preventing fraud, waste, & mismanagement. Duties

As a Supervisory Contracts Specialistyou will perform the following duties: Direct periodic and comprehensive assessments and evaluation of NSF's procurement program goals and objectives that provide a basis for long-range planning to enhance NSF management capability and compliance with 0MB Circular A-123 by Identifying and implementing NSF-wide acquisition reform Initiatives designed to reduce total costs1 achieve management objectives, improve accountability, prevent fraud, waste and abuse, and meet customer requirements. Responsible for ensuring that the Automated Acquisition Management System (AAMS) is implemented and administered to leverage the benefits of an automated procurement system with the accountability requirements of A 123. Develop NSF acquisition guidelines that standardizes a top down process for reviewing, documenting, testing, and assessing internal control effectiveness of the acquisition function that addresses risk and provides reasonable assurance of: effective and efficient procurement activities and operations; reliable, complete, and timely data are maintained for internal control and compliance reviews; and, NSF's programs and resources are protected from mismanagement. Serves as a Contracting Officer with unlimited signatory authority for contract methods and types necessary to plan and manage all pre-award and post-award phases of critical agency procurements. Oversees and manages lead negotiators in developing pre negotiation strategy1 conducting negotiations, and in directing or performing post-award negotiations involving contract changes or modifications and operational interrelationships including negotiations requiring balancing conflicting interests of extreme intensity due to public and political attention and critically affecting the U.S. scientific community and NSF mission. Represent BFA/DACS at executive and senior management levels within NSF and other federal agencies, as well as with contractor organizations by establishing, developing, and maintaining effective working relationships with these entities to ensure satisfactory progress and completion of contract activities supporting or implementing agency initiatives that involve multi-million dollar levels annually. The incumbent supervises the work of 8 to 12 acquisition professionals administrative and support personnel up to the GS l5 level. Conducts and issues performance appraisals for all direct staff employees. ln addition, hears and resolves group grievances or serious employee complaints, makes decisions on work problems and reviews and provides input on serious disciplinary actions involving non-supervisory subordinates.

Qualifications

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in the federal government in the planning, solicitation, negotiation, award and award administration of all research and research support contracts for NSF. Specialized experience is experience serving as an expert and advisor to management officials in the areas of acquisition program strategies, goals, initiatives, regulations, policies, and methodologies for a major acquisition program; evaluation of procurement integrity controls; and program oversight to ensure that goals are met. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
